I was thinking about the original NWO Souled Out PPV, could something similar be done by having a PPV or even an ep of RAW where each member of JD (with or without R-Truth) have an individual match?

Smart-ass answer: They've done quite a few of them already, lol.
Realistic Answer: Judgment Day would have to grow or create a Smackdown splinter group. That's how WCW was able to back those events as NWO, but even then, there were matches that didn't involve NWO and it would shift away as the NWO died off. However, I can see a Judgment Day themed night of Raw. NXT does stuff like that all the time, and Raw is making Day 1 a televised event, so I could see something in 2024 (perhaps it's the night Priest ends up cashing in).

feels like 90 minutes of every RAW is already Judgement Day. Don't give them any more time. WWE has like 100 other wrestlers on the roster that could use a couple minutes between Prison Dom antics and Mami cleavage shots.

I'd prefer something along the lines of when the Main Even Mafia took over an episode of Impact.
Let's get Finn & Ripley with fake names on commentary for much of Raw, Dominik doing insulting ring announcer intros, Priest ordering Adam Pearce to sell popcorn to fans, and JD as a comically incompetent referee.

I would say they'd do something with the Bloodline for this, but it's just three people (plus Paul Heyman), so it wouldn't land so well.
