,,then why are there references to things that existed in the 80s, when the muppet characters were adults? Alternate timeline?

Alternative timeline, yeah, essentially. Besides, the Muppets are actors, so it's just another one of their productions, albeit in a sort of confusing fashion given the ages.

Since humanity has all pretty much creepily agreed the Muppets actually exist in our world, yeah, it's just a cartoon from when they were babies.

It was all Piggy's imagination. Remember The Muppets Take Manhattan?
Of course the eighties were fresh in her mind, so she applied it to her scenario.

They're clones of the regulars that haven't been aged up.
They accidentally did Scooter twice, but the second one was mixed up a bit.

Only Scooter and Skeeter were muppets of humans. The rest are muppets of animals, which generally mature way faster than people do. They could be babies in the early 80’s and be adults in the mid 80’s.

Is Scooter confirmed as a human?

Actually, the Muppets themselves actually should be senior citizens by now, especially Kermit (if we count Sam and Friends as canon).
