Ignoring the other suggestions for this because I know nothing about lucha and just thinking about the US, and picking between the initially mentioned two.
As a talent, or in achievements?
In achievements, it's Rey, although he of course has two decades more career to have done a lot of it.
As a total package, I do think it's Eddie. I think while Rey had higher individual peaks, talent wise, I think Eddie demonstrated to be a true all-rounder in a way that Rey isn't. Rey has main evented plenty but he isn't often actually treated like a main eventer, and Eddie just. Belonged there once he got there. He had the promo skills too, and even in WCW, where he claimed to get buried, he was one of the only lucha guys to get mic time and ever be able to cut a decent promo in English.

Yep. Correct answer. Sure he didn't have widespread appeal, but he was the native hero and is still revered in Mexico today. Legends of Tomorrow did have an episode with an obvious El Santo stand in (El Cura). Constatine was even a big fan of the guy.

Oh, I don't doubt there is some appeal there, but there are icons and there are national icons. El Santo absolutely was and absolutely is revered in Mexico in a way that any other big TV stars wouldn't reach.
