Here are 2 interesting senerios if they going to do Rock vs Roman Reigns. Just a heads up NEITHER option will feature it being for ANY world title.
A: At Royal Rumble, let's say Rock interferes and cost Roman the match, and he FINALLY titles and Randy Orton wins the belt! CM Punk wins Rumble, Cody Rhodes wins a tournament or Elimination Chamber to challenge Randy at Wrestlemania. Then at Wrestlemania 40, it's Rock vs Roman Reigns, CM Punk vs Seth Rollins for WHC, and Randy Orton vs Cody Rhodes for wwe/Universal title. Then if Cody wins, it's a Win... Win...Win situation with Cody finishing the story, Punk getting a Wrestlemania main event (assuming it mains either night) and they get their Rock vs Roman match).
Or
B: Cody vs Roman happens again and Rock "makes an appearance for Wrestlemania ". Rock can cost Roman the title, Cody wins and finishes the story. Then next night on Raw, Roman challenges Rock, and Rock accepts with the stipulation being it will happen 1 year from now... Wrestlemania 41! Just like they did with hyping up the Rock vs Cena match for Wrestlemania 28.

I’d like to see Rock interfere and have Roman lost the belt to Orton without getting pinned, Aldis won’t allow him to have a rematch for the title so he’ll have to earn it by winning the elimination chamber.
Then I’d have Roman and Cody be the final two with Cody pinning Roman with no way of bloodline interference.
Followed by everything else you’ve mentioned, end of the day Cody achieves not only beating Roman but also winning the WWE title at Mania, and also finishing another story of defeating his mentor.

Cody Rhodes wins the men’s Rumble match. Later in the night, Roman Reigns wins the fatal four-way at the Royal Rumble. As he’s celebrating, If Ya Smellll hits and The Rock comes out and they go face to face to end the show.
Rock vs. Roman at Elimination Chamber, Roman vs. Cody for the belt at WrestleMania.

Of the two choices, the first is better. Rock is in his 50's a year is an eternity of aging past 40. He wasn't even in ring cardio shape 10 years ago.
My preferred scenario.
Punk wins the Rumble and challenges Seth. Rock vs Roman at Wrestlemania. Rock wins. He's the tribal chief, the Bloodline is finally finished. "Oh we can't have part time 51 year old Rock as the champ", you say. Don't worry I got you covered. Damien Priest's music hits. He cashes in on the Rock. Priest wins and can brag about beating the Rock at Wrestlemania. It's all over we can finally move on!
"But what about Cody's story". Cody's story is over. He lost. Cody must come to grip with his main character syndrome. "But people really like Cody and want him to win the title", you say. Ugh fine. Cody can win the title from Priest or whoever at The Summerfest.

There’s only one correct option here and it’s C. Roman beats Rock at Chamber and Cody beats Roman at Mania. No interest in anything else. No money in the bank bullshit, let Orton be Cody’s first opponent post-Mania. Nothing else is as creatively satisfying as that.

Alternatively: the Bloodline screws over Cody at the Rumble, but Nick Aldis, realizing the injustices being done, puts Cody as one of six men inside the Elimination Chamber for a shot at Roman’s title (Punk wins the Rumble). Cody wins this match and we get the title match at WMXL.

I'm thinking maybe having Orton defeat Roman at the Rumble thanks to a distraction by the Rock.
Cody wins the Rumble and challenges his former mentor at Wrestlemania while Roman faces the Rock.
Cody wins the title and later defeats Roman at Summerslam to "Finish The Story".

Rock needs to beat Roman to prove who the head of the Anoa'i family table truly is. The Bloodline saga is a once-in-a-lifetime story that has roots in the WWWF, and that is what intrigues me so much about it as a now casual fan of the product. Rock embraced Roman years ago and Roman in turn used his family as his own pawns to achieve this record-breaking title run. Then you have Cody, who has a story of finding his true self by leaving the company, returning in a big way, and wanting to do what his now-deceased legendary father never did - win the big one.
They are two good stories you don't see every day, and you can do both.
If Rock is willing to do it, him beating Roman for the belt and then putting over Cody at Backlash in London a few weeks later would be the most realistic to me. You could do a 1-on-1 or a triple threat with Roman there. I think the most ideal but unlikely situation would be Rock winning the belt at WM and then having a little run with it through SummerSlam. He has a tag on Raw or SD, works Backlash, leaves to fulfill other obligations, and then comes back around SummerSlam to pass the torch to Cody there. I would love to see Rock in a tag match against Judgment Day, him vs Rey, or perhaps a tag match against Roman/Solo/Smackdown Uso, where he gets pinned by Solo, giving him the ultimate rub while also not dropping the belt. Solo pinning Rock when Roman couldn't would create a schism between the two that could be a great way to split them up and turn Solo babyface.

Get the belt off Roman some other time so that a show other than Mania gets to be special - Roman v Rock doesn't need the belt.

They were already advertising that Saudi Show was bigger than fifteen WrestleMania's... now they are going to actually book it bigger than Wrestlemania.
