It wouldn't be a spot in the match, but I think something fun for the match would be to create some stipulations on entry. The Royal Rumble PPV doesn't really have to be about anything more than the Rumble matches themselves with the occasional exceptions here and there, so in the build up to the show, let's put some emphasis on how you get into the match itself. Like, if Ludwig Kaiser is in the match, it would be nice to know how he got in. Here are some suggestions on how to explain the 30 wrestlers who enter the match:
Starting with some basic ones that would make sense in any given year.
Any former RR match winner is an automatic qualifier. Not only does that explain how someone like Sheamus could enter after being gone for months, but it opens up the possibilities for legends like The Rock, Batista, Taker, HBK, etc.
Any current world champion is ineligible to enter.
Some ideas that would feature on TV in the weeks leading up.
A spot in the Rumble match is earned by defeating an opponent on Raw/Smackdown/NXT in the lead up to the show. For example, say that you had spots already taken up by previous champions Brock Lesnar, Rey Mysterio, Cody Rhodes, Randy Orton, Shinsuke Nakamura, Drew McIntyre, and Sheamus for the men's Rumble. That leaves 23 spots to fill. There would then be 8 spots given to Smackdown and 8 spots to Raw along with 2 spots to NXT. The 8 spots are then competed over on the shows. R-Truth gets in by defeating JD McDonough. Karrion Kross gets in by beating Montez Ford, etc.
Ideas for how to fill the remaining open spots.
I think this could go a few different ways, but I like the idea of the GMs getting to select exemptions. They can choose anyone from their roster or an unsigned legend. If there are five open spots, as would be the case from my example above, then I'd say Raw GM gets 2 exemptions, Smackdown gets 2, and NXT gets the last exemption. That would give us a nice mix of established champions, talents winning matches in the lead up, and then some exemptions for talents that the GMs have a soft spot for.
I feel like those ideas would be a lot of fun to make sure everyone has some TV time in the time leading up to the match save for the surprises.
