I often think back to the scene in the original Halloween where Michael has returned to Haddonfield in the station wagon he stole as he broke out of the institution.
This is random, but do you think he obeyed traffic lights and signs?
He knew how to drive obviously, and he really didn't have any reason to know that Annie's friend had a father who was an officer, and there were no reports of policemen being killed or any high speed chases.
I just have a hard time picturing Michael playing it cool, keeping a low profile and slowing down at a yellow light and waiting patiently to find Annie. But he had to play it smart and do that, didn't he?

There's a scene where Loomis is talking to the sheriff and Michael is driving in the background. It looked like he was following the rules of the road there.
Another funny thing to think about is him driving in Halloween H2O because he has to drive from Illinois to California so at some point he has to get gas. Does he keep the mask on to get gas and did he pay?

He seemingly had no problem speeding when the girls were around. So I think he played it safe when he had to, but didn't when he felt being in no danger getting caught.

Michael glances at the fuel gage and realizes he needs to buy some gas to drive all the way back. He checks the glove compartment and finds two 5 dollar bills. He pulls into the local Gas'N'Go and has to wait for a little old lady to finish gassing up her Buick. It's now his turn at the pump and he patiently tries to put an even 10 bucks of fuel into the station wagon but oversqueezes and puts in $10.12. The rage builds as he reaches between the seats to scrounge up enough money to pay.

He wasn’t even actually speeding in that scene I thought they were going for him speeding. He drove by the girls rather slowly, but after Pepper Ann cursed at him, he braked with screeching tires. Was what they were going for.just didn’t go a particularly good job of it.
