Sometimes it's a marketing thing to be like oh we have a double/triple main event etc but really there is usually one clear match above the others. When has it genuinely felt like there were multiple big matches on the same level though to the point that any could have went on last?
I'd say Wrestlemania 24 is one. Flair v Michaels was the last match (well..) of the guy a lot of people thought was the GOAT so that could have easily went on last. Mayweather v Big Show was the biggest match in terms of media hype. Cena/HHH/Orton were the top guys on the top show. The match that did go on last in Edge/Taker was arguably only the 4th biggest draw on the card but still didn't feel out of place main eventing as it was a feud that had been going for months and had the feel-good face title win at the end.

I feel that quite often, especially on older ppvs when there is often a storyline main event and in-ring main event.
Fully Loaded 2000's triple main event marketing worked. Any of these could main event any ppv.
Kurt Angle vs. The Undertaker Hhh vs. Chris Jericho The Rock vs. Chris Benoit
Although Angle vs Taker was a bit below the other two at the time the linked theme of upcoming stars against the established guys helped it fit. As did nobody believing Rock was losing the title before s.slam. People would hate all 3 upcoming guys losing these days, even if it did help make Jericho.
Also had the great Rikishi vs Val Venis cage match.

I’m assuming we aren’t counting 2 night manias. I’ll say mania 28: Rock vs Cena, HHH vs Taker, Punk vs Jericho, and maybe Sheamus vs Bryan

Wrestlemania XIX had...
1. Brock Lesnar vs Kurt Angle for the WWE Championship
2. Triple H vs Booker T for the World Heavyweight Championship
3. The Rock vs Stone Cold
4. Hulk Hogan vs Vince McMahon
5. Chris Jericho vs Shawn Michaels
All 10 were former World Champions entering that night. Any of those could have gone on last.
