Roman/Cody III is a huge match, I assume that’s the penciled in main event for SummerSlam. It’d be insane to go back to that immediately. Roman’s next match should be the Cody rematch but that’s a SummerSlam or Mania main event EDIT: As for who I think Cody faces first, likely Orton or Styles. I’d go Styles, Orton/Rhodes should get a bigger build down the line I do agree that Roman/Cody III should be a big time match, but so is Cody vs the Rock which I see happening at Summerslam, as well at Rock vs Roman which is probably happening at mania next year. Plus these stadium shows make the B PPVs bigger anyways so I wouldn’t mind Cody vs Roman III at Backlash

The fact his Backlash opponent wasn't set up on Raw and he's announced for Smackdown leads me to believe a Smackdown guy will be the answer. And well there's a certain guy who doesn't like wearing pants on Smackdown who could fit.
I could see Orton coming out to congratulate him as his former mentor then laying him out at the end. They even teased the punt at Mania which he hasn't done for years so him actually taking Cody out with it could be a great angle.
Or maybe there's no turn at first and they have a "friendly" match at Backlash. Cody wins then Orton turns after and hits the punt, leading to the bigger grudge match. There's too much history between them to be done and dusted within 3 weeks so if it happens I definitely think it's more than one PPV.

I think you could do something with Randy. A mutual respect, teacher vs. student type deal. I’d be happy with that rather than Orton going full on heel again. Tell the story that Orton thinks Cody needs to beat him to take him to that extra level and Orton needs to beat Cody to prove to himself he has still got it.

I hope they give him the Bret Hart "fighting champion" gimmick where we'd get people like Skinner in world championship matches.

Orton is a multi PPV type of feud with so much backstory. I don’t think they rush into that. AJ Styles makes a lot of sense but would be stupid in kayfabe since he lost at WM.

Rumor is that at earliest Rock won't be available for another match until Mania so I wouldn't put a lot of stock in that SummerSlam match.

This can be taken in a few different directions:
A long range program with Orton would be ideal. Get it in throughout the Spring while Roman returns for a confrontation at Summerslam.
I don’t think either Solo or Jimmy are viable to keep interest up.
Karrion Kross or AJ Styles would be a possibility if you didn’t want to turn anyone. Maybe even a triple threat between Lashley, Kross and Rhodes.
I wouldn’t be surprised if It ends up being Austin Theory though. He’s the last SmackDown guy to enter the rumble and Cody eliminated him. Plus H still seems to want to make him a thing.

Bron Breakker winning a no 1 contenders battle royal and taking Cody to the limit is my choice. Bron would benefit from the exposure, defeat wouldn't hurt him, Cody beating a guy who had the nxt title for nearly a year is impressive, and their father's relationship in Jim Crocket/WCW can add a bit of needle to the story.

Orton I think would be better served for a longer, mid-summer story. Gunther is another one where I think it'd work best with multiple PPV. AJ would probably be the best for the first PPV.
Personally though, I would give him Cena's Open Challenge gimmick and let him defend the belt each Smackdown for a while against whoever--could get some solid matches out of it and then segue that into a feud with Orton
