I think you could do something with Randy. A mutual respect, teacher vs. student type deal. I’d be happy with that rather than Orton going full on heel again. Tell the story that Orton thinks Cody needs to beat him to take him to that extra level and Orton needs to beat Cody to prove to himself he has still got it. Could do a tease of Orton maybe wanting to turn, but he ultimately does not and shows respect to Cody for beating him.

This is interesting thinking about what the plan is. I don’t think people are going to want to boo Sheamus when he comes back he’s at that point in his career. Gunther needs to be built back up as an absolute menace again because he’s not beating Cody right off the bat and you don’t want him to lose a bunch in a row right now.
AJ could be a good option maybe get Finn Balor over there maybe Jimmy Uso to keep Cody in Romans orbit for a bit and get Cody some defenses. 🤷🏻♂️

Something standing out to me is that they have a lot of options for people who would've been decent B-show challengers for Backlash who they just kind of recently killed the momentum of for no reason. Like no one would've bought Nakamura, Santos, Styles, or Solo as potentially winning the belt but they'd probably be fine filler challengers if you hadn't recently had them all get stomped.
I'd probably go with doing a triple threat with Theory and Waller. Kind of undercutting the tag titles but they're probably not going to have those very long anyway.
