This would actually be the third theme for the Barber version of Beefcake as he had a remixed version of his 80s theme for the Barber Shop segment in 91/92.

It sounds like background music for a scene from an 80s movie that has zero dialogue. Think the "toy robot goes through the office building" scene at the beginning of Short Circuit 2.

Echoing other comments, it sounds like the menu music for a SNES game.
It's incredible how much wrestling manages to keep its finger off the pop culture pulse. Think about what music was cool in 1993: it didn't sound like this.

Surprised this wasn't his WCW theme at some point I'm not sure what the restrictions were for Jimmy Hart as far as using the WWF themes he created in WCW. He composed Dusty Rhodes's WWF theme, then made a knockoff of it for Dusty to use in WCW in 2001. However, the theme used by Brutus Beefcake when he was The Butcher in WCW was actually made much earlier by Hart and was used as entrance music for Razor Ramon in dark matches prior to debuting on TV in 1992.

American Made was very similar but not just Real American with different lyrics. However, that Nasty Boys theme was basically indistinguishable from their WWF version until they added lyrics. Booty Man theme was better than this Beefcake theme and it wasn't better than anything until this theme got unearthed.

Man i urge others to check out the Godwinns 97 hip house entrance theme on his channel, that is one of weirdest and most unsuited to the character themes i have heard, its also horrible to listen to! What the heck was that all about?
