I know he didn't debut til Survivor Series but what if Steiner debuted the month prior instead and went for Brock Lesnar?
Let's put him in Big Show's role where he goes after Brock and the title at Survivor Series and beats him before dropping it to Angle the next month.
After Steiner faces Lesnar at Royal Rumble 03 before transitioning to The Undertaker at Wrestlemania 19. After losing to Taker he feuds with Brock again with the two facing off at Judgment Day 2003 with the feud ending that Spring.
Could it have worked better? Instead of a babyface going after Triple H he's Big Poppa Pump as a Heel going for Lesnar and being the one to give him his first loss but also getting to work programs with Taker and Angle.
What do you think? Could this have been the better idea?

Was he still recovering from an injury this period?

Was he still recovering from an injury this period? The foot issue would affect him regardless. He had that problem during this era. But the Brock match as short as it was with Show, you easily could have done that with Steiner to ease him back in. Kurt afterwards and squash match or two would have been a good way as well to phase Scott back to wrestling. Idt Taker or Lesnar would have asked as much out of him and likely would have matched up better. Triple H wasn't that guy during this era.

I still can’t believe they gave him and Triple H, who were both injured, an 18 minute PPV match.

I don't know if it would be a good idea to put Steiner who was breaking down and dealing with an injury in a feud with a really green and inexperienced Brock. I would have caution even putting someone in that situation against Brock during his latest run when he was a lot older.
I also don't think Steiner would've worked as well in that spot as Big Show. Big Show despite being booked horribly the previous few years was still a giant who could believably put Brock in peril. Steiner while still definitely believable was a lot older then Brock and was also a lot less explosive at that point in his career. Also even with all the roids he was still a little smaller then Brock as well.
I do think it was a mistake to bring him in as a face. I thought there was much more money with him as a heel. Probably should've just put him against Booker T to play off their WCW history and with them being familiar with each other it would've been a good way to ease him back in. Edge, RVD, or Jeff Hardy all would've been decent choices as well to feud with a heel Steiner coming in.

Honestly, Steiner had drop foot and the WWE's doctors wouldn't let him get surgery to correct it, so you weren't going to get anything you'd want out of Steiner at that point. Full stop.
Remember, Steiner asked the time to get surgery before he debuted and the doctors told him to wait it out. Then, soon as he leaves WWE he gets the surgery and then comes back to being 2000-era level Scott Steiner and saves his legacy.
That's one you can put squarely on WWE for it not working out.

Nah, Scotty was a shell of himself by that point. I guess he could have been a squash for Brock but that’s about it really.

Nah no way they'd have an ex-WCW guy beat Brock at Survivor Series.

Eh, I'm going to say yes.
Steiner was totally lost on Raw. And while I know he was injured, I can see several people on Smackdown working around his injury to get more passable performances out of him.
