I have a question...
Is the ICW/ICWA TX/AR TV Title just apart of Larry Sweeney's gimmick or is a legit title belt?

It's a title that Sweeney made up, but it's actually defended and changes hands many times.

In fact, as of last time that I've checked, Sweeney is a nineteen time champ with that belt.

I know it's defended in many promotions, but aside from Eddie Kingston I can't think of anyone else who won it off of Sweeney. Wish OWW had a title history for it.

Colt Cabana and Delirious kept trading it back and forth

Colt Cabana and Delirious kept trading it back and forth There was a three-way match between them and Sweeney, and Delirious/Colt won the belt three or four times each before Sweeney nabbed it. But that only accounts for one title win. He's lost and won it back from Milanito Collection too. Hold on, I'm going to check OWW.

In CHIKARA, Chuichiro Arai (aka Amigo Suzuki) and Milano Collection AT have both held the title.
And, in IWC, Jason Gory won it at one point.

Well, OWW doesn't have the number of times he's held the belt or when the belt has been on the line during his matches. I suppose it's because it's a made-up title and has never, as far as I know, been defended in a match that didn't have Larry Sweeney involved.
They don't even know where Texarkana is, for God's sake!
Eddie Kingston has held the title too, it says.
July 22, 2006--CHIKARA Pro: Eddie Kingston defeated Larry Sweeney to win the Texaarkana TV Title
Interesting tidbit.
July 31, 2005 - RAW: Larry Sweeney played the part of "Nasty Nick" in Randy Orton's spoof of Hulk Hogan's "Hogan Knows Best"..
I totally missed this segment, and in any case it was a few months before I had even heard of Larry Sweeney. Kind of neat, though.

I saw a three-way dance on Youtube with Sweeney, Colt Cabana, and Delirious and I think both Delirious and Cabana won the title but Sweeney got the title back at the end. I think Delirious pinned Sweeney and Sweeney asked for five more minutes and then Cabana pinned Delirious and Sweeney asked for another five minutes to regain his belt and when he got the pinfall he grabbed the belt and ran out of the ring. I might have botched it but I think that's how it went down.

Hey, did you guys know that Larry Sweeney and Delirious and Colt Cabana had a 3-way for the Texarkana TV Title? And that Delirious and Cabana traded the title a bunch of times, only for Sweeney to win it back in the end?

Yeah, you know, I don't think anyone's seen that match! I mean, I don't think it's ever been posted 3 times already, or anything! Which is a shame.

Darin Corbin is also a former champion. Cabana, Sweeny and Corbin had a belt vs belt vs belt match (Sweeny defending the ICW/ICWA Texarkana TV title, Corbin defending his billboard belt and Cabana defending the Leather Belt From the Guy in the Front Row Title). Sweeny pinned Corbin to win the Billboard belt, but since Cabana was not pinned the Leather Belt went back to the guy in the front row. Corbin then pinned Sweeny, since the Texarkana TV title is defended under 24/7 rules (when it is defended), he became the new champ, but Sweeny kept the Billboard belt. They decided they would trade back and be friends from then on, and they embraced in the middle of the ring in a truly touching moment, all while their tights were pulled down.
