What's the deal with refs in the WWE(but not TNA and ROH as far as I know) telling the wrestler to get off the top rope and counting them down and stuff? Acting like top rope moves are illegal. Yet they make the 3 count when a top rope move is executed, and don't DQ the wrestler.
Can anyone explain this crap?

They're technically out of the ring, so they can get counted out.

It's tradition that you can't use the ring to your advantage, such as jumping off the ropes. These days, you technically get a five-count to get off, but if you do the move off, you don't get DQ'ed. It's just a little throwback that still exists for some reason.

I always imagined you were only allowed to be on or in the ropes for a count of five.
Or something.
