He may have just been a step behind Austin and Rock, as far as all-out popularity goes. As a heel, right behind Vince and 'Taker. Or, heck, I dunno. Questions are hard sometimes.

I see him being a member of the Corporation, eventually replacing the Rock as Vince's favorite wrestler, and he would have feuded with Rock, Austin, and Foley.
