There's some key wrestlers i don't know what their debut was like, like Hogan. I think in terms of best debut it's most likely to be a wrestler that's built up before you even see them, some of my fav's is Kane and Tazz to the WWF. And the Shockmaster? the funniest, yes, but surely not the best?
It could also be the debut of a new gimmick of an old wrestler like Stone Cold losing his Ringmaster gimmick and becoming bad attitude stone cold.

Mike Awesome's suprise WCW debut while still ECW Champion was prety crazy. I marked when whe Awesome Bombed Kevin Nash. Though they then basically made him Kidman's lackey, during the feud with FUNB Hogan...

Chris Jericho's debut. I remember every week the Countdown To The Millenium clock would tick down and tick down, until finally the wait was over. They made it work out perfectly because he arrived when The Rock was talking. Jericho could be the best guy on the mic.

Speaking of which when Mike Awesome debuted in WWE, during the Invasion angle, and powerbombed Rhyno on a ladder and won the Hardcore Title in MSG, was pretty cool as well.

Also when i think of good ebuts i think of Mankind's WWE Debut. No one had beaten up Undertaker like that. Plus as being like 6 years old Mankind scared me.

Hall in WCW was certainly the most shocking ever IMO, My fave "debut" was Cactus Jack in the WWF-surprised the hell outta me, even though Dude Love and Mankind said they were both not going to wrestle Hunter that night-this is before the internet and wrestling news sites became a common thing for me

Jericho's debut was grrrrrrrrrreat.
Mankind debuting and beating the sh*t out of Taker was HUGE!
Doink's was actually kinda cool and scary at the same time. lol I mean that music after the carnival song. It was allllllllll scary and evil.
