Does anybody know if the organization that awarded Booker the key to the city actually exists? Those guys were obviously plants when Kane attacked them, but is it possible that they awarded Booker the key beforehand, or left it to the stunt grannies to do it on their behalf?

Well, every city everywhere has the right to grant a citizen of said city a 'key' which dates back to times when the key could literally open all the important locks in a city because you would give it someone worthy.
Whether or not Booker has been granted a modern day key to the city, in this instance Houstan, is debatable

I'm pretty sure there's no such organization. However, I do know of another ancient organization known as the "Stonecutters" that do exist. However, upon visiting their headquarters, I found only one solitary fat man and a bunch of monkeys. I plan on investigating a local Baskin-Robbins's on a lead about a different organization.

theres no such organization...
those three guys in the ring were part of Booker T's PWA fed. based here in Houston...
the shorter stockier guy on the left was Gabe Hollier, the taller guy in the middle was Chris Adams, and the main guy that was talking was V.I.P. (Victor Imperial Porter) kayfabe brother to MVP.
speaking of Booker T's fed. it has good young talent and puts on an entertaining show... plus he has the support and pull to bring in WWE guys...
this next event at the end of the month will feature Gregory Helms vs. Matt Hardy in the main event.
