The main reason why I do not accept that it was a work is that Bret leaving to WCW and Vince doing what he did was - on paper at least - something that was really going to hurt the WWE and Vince's credibility. In theory what happened should have weakened WWE and strengthened Vince's competition - which is why I cannot accept that it was a work.
Ofcourse in reallity the screwjob was the catalyst for WWE winning the Monday night wars for the simple reason Vince exploited it far better than WCW did. Vince made himself chief heel, and Austin playing off that exploded into the greatest feud of all time. WCW should have built the entire company around Bret Hart - but used him ridiculously badly.
There is no way Vince could have forseen the outcome. Definitely a shoot.

If it was a work, then it's world's best kept secret...
Hell, even the Vaticane had to give up some informations about the Profecies of Fatima, but WWE are hiding the truth about Montreal for 10 years without missing a beat?
Naahhh.
How many people had to be involved into that? Bret, Shawn, Vince and Hebner for the match alone. Plus those in the locker room close to both men, plus a part of the creative team (for future developments), and the "Wrestling with Shadows" crew...
Definitely too many people had to keep their mouth sealed for such a long time. In the era of newz sitez that can tell you how many times Triple H goes to the bathroom or how many Divas Orton can harrass in a week...
And after Bret's career came to a sudden end, why keep the "lie" alive? After all, WWE came out as the winner of the MNW, mostly thanks to the Screwjob Effect, the business was more open about its staged nature, so I can't really see the need of holding on to a now 10 years old angle. Even if it still generates buzz and money.
