Think about guys like Hogan, Rock, Austin, Angle, HHH all of these guys were at one point really popular faces that turned heel. There is something about having one of your heros turn bad that makes you love to hate them. And a good heel to me is somebody that you love to hate.

No, not by a long shot. Mr. McMahon was a great heel and I don't ever rememeber him truely being a face before the Austin/McMahon feud.
Plus Rick Rude, Ric Flair and Ted DiBiase were all amazing heels before they were faces.

I will have to agree with you on this. To an extent though. Austin's whole gimmick was that he was a bad ass. When he turned face he acted the same as when he was heel. And when he turned at WM X-7, his style didn't change drastically, I mean yes he became a little crowadly and acted a little goofy (see singing and playing guitar) but when it came down to it he was still the same Austin. Hogan on the other hand when he turned heel he went from being Mr. America (no pun) and loving all little kids, to just turning heel and saying he didn't mean any of it and wanted the money. So I think it all depends on the way they are booked. If that makes any sense.

I say no. For example, if Ricky Steamboat turned heel, people would have booed not because of his antics but because they want to cheer him. I always got the sense that during his heel run more people booed Austin not because he was a good heel but because people wanted to cheer him. It's the opposite of the Cena Effect where they boo the booking but not the actual wrestler.

The best heel is the one who poses a danger to the babyface.
For example, every heel Hogan faced was effective, because, they were booked as a huge danger to Hogan. You knew Hogan would get his revenge, but you still believed the heel may just kill Hulkamania.
Conversely, Cena is booked in such a way, you never believe he's in danger. He left Umaga lying, pinned him and then had to face him again......Ooooooooooooooo, who's gonna win??
