Considering the fact that Raw is coming off a completely unwatchable episode last week, combined with Smackdown's rise, and the ratings beast that is 24's second 2 hour special, could the once thought impossible happen? Could Raw lose to Smackdown in the ratings? And what impact will it have on the WWE if it actually happens?

It doesn't really matter how bad RAW is or how good SmackDown is, because I believe there's plenty of people like me that watch RAW and nothing else.
RAW has the 'flagship brand' feel to it, regardless of quality of the actual show.
If you wanted to compare the two brands, you'd have to watch both shows ... and I just can't stomach four hours of WWE these days.

Technically it does every week. Each network rating point (what Smackdown does) is worth more than a cable rating point (what RAW and ECW do). As far as it beating RAW based on what RAW did Monday, I think the opposite would occur. The crap on Monday could cause some to not watch Friday.
As for the impact it would have, they would move the stars from Smackdown to RAW to help RAW and, either fire Micheal Hayes or tell him to pull it in some.

Being taped three days in advance puts a big damper on your chances against the live show.

it did last week, 3.0 network > 3.9 cable, I think it has been beating raw for a while, actually.

Ratings-wise, yes it will again. Especially since people will be watching if 'Taker will beat Kennedy's time or not (for those who have not read the spoilers).
