Because, in kayfabe, you don't have to go through twenty nine other guys.
The thing is, they usually save the main eventers for the later slots, so it's not really much of an advantage even if you look at it in a pure kayfabe sense.

No one has ever drawn #30 in the Royal Rumble, but some have come close. Ted DiBiase, Mr. Perfect, Randy Savage, The Undertaker, and Randy Orton all drew #30 and were the runner-up of Royal Rumbles.

The last five would be The Miz, MNM and the Hardys. Miz and MNM eliminate the Hardys. This leaves MNM and The Miz. MNM refuses to fight each other so, they jump over the rope and to the floor at the same time and are eliminated. This leaves one man, the winner of the Royal Rumble is The Miz!

And see Crush. 1997: Undertaker: Wrestled Vader earlier in the night. 1998: Vader: What he said after later losing to Kane: "I'm a fat piece of (crap)," or something like that. 1999: Chyna: No one wanted a girl to win. 2000: Xpac: He was eliminated but snuck in. One of these days #30 is going to win the Rumble. Speaking of mixing it up, maybe they should have more of the in-between number entrants win. Overcoming the odds is getting old.
