The whole brand split thing is getting old. Sure it needed to be done in order to provide enough room and championships for all of the wrestlers without watering the titles down, but it has resulted in Smackdown! being labeled as the WWF's B-brand. However for reason's stated above, reuniting into one brand can't be done without the majority of wrestlers being fired or lost in the shuffle.
However if they changed it to WCW it would erase that. The brand already features the WCW/WHC World and U.S. titles so the change would be a natural. Furthermore changing it to WCW would eliminate the confusing question of why the "WWE tag team" title isn't the one with the WWF tag team title linage. Once changed to the "WCW World tag team title" the one on RAW can reclaim it's name as the "WWE World tag team title".
As a "long thought out" plot for revenge on Vince for firing him as RAW GM, Eric Bischoff should convince Shane McMahon (in order to keep the McMahons on top so not to hurt poor Vinny's ego) to rebel against his father and change Smackdown to WCW!
There would probably have to be a brief feud at the beginning to climax WCW's rebirth, but then the two "promotions" should forget about the other on camera and each focus on their own 4 PPVs a year (and 4 for ECW making 12 total). With an occasional jump by a wrestler from one promotion to another.
RAW and Smackdown! already have a somewhat different feel to each other so it would be easy to play it as a different promotion. And in time it may even start to feel like three promotions again.

All I'm saying is that by renaming it WCW it will allow fans to look at it on its own and not as the WWF B-product.

It shouldn't and will not happen. Smack Down is one of Vince's "Creations." And WCW is one of his "properties". Furthermore if my scenario with Bischoff and Shane (another one of Vince's "creations" lol ) is used Vince will be able to give Shane a boost as he's been kind of dead for a while and you know that Vince would love the idea of future fans one day associating the McMahon name with WCW (and inevitably its history) further cementing his vision of total pro wrestling domination.

What would be the point? Heck call it WCW now if you want. The point is not for me or for you. Its for those casual fans out there. That's where the money is. They're not watching right now. WCW was the hot property durring the Monday Night wars. Casual fans will recognize the name and remember how great pro wrestling was durring that time. And the angle of Bischoff/Shane turning on Vince (as an explaination for the name change) will make a lot of fans recall those days and want to tune in. No they shouldn't focus on that as the candle will soon burn out. But it will get Smackdown/WCW and its wrestlers back on the front page.
