I am thinking that a cool idea would be to have a draft lottery this year that would incorporate all 3 shows. This is kind of a long read, but it should go fast since it's all lists.
Assume that each brand gets to take 3 people from both of the other shows for a total of 6 new guys. For example, Raw would get 3 picks from Smackdown, 3 picks from ECW, and in turn they would lose 6 guys. Repeat for all three shows.
*****RAW GETS:*****
From SmackDown
1. Ken Kennedy. He is definitely a rising star, and great on the mic. Perhaps Kennedy has a greater ability to entertain on the mic than he does in the ring, so Raw may be a good fit. I would love to see wars of words between Cena and Kennedy.
2. Jillian Hall. Fans of the women's division have been wanting this forever. Jillian is actually a really skilled wrestler, and she is being completely wasted on SmackDown. It seems silly to keep her there, especially when Raw needs to get some new talent to help recover the losses of Trish and Lita.
3. Joey Mercury. With Raw's tag division seeming to be making a comeback, why not reunite MNM? I was also considering Matt Hardy here for the same reason of reuniting a strong tag team, but I went with MNM over the Hardys. I guess it just seems that MNM was abruptly split up due to Mercury's rehab before they really had a chance to shine.
From ECW
1. Mike Knox. Face it, Mike Knox is never gonna get over on ECW opposite CM Punk, because Punk is clearly the one getting pushed in that rivalry. Mike Knox is a big guy who is still young and learning, and a solid program on Raw could help him finally break out. Plus his look just says "Raw" to me more than it does "ECW".
2. Trinity. I wasn't sure about this at first because I still think she can benefit ECW, but the sad truth is that they just don't need her there. ECW does not have a women's division, so they don't need female wrestlers. Also the FBI have sadly become a team of ECW Original Jobbers, so they really don't need to drag down a manager with them. raw on the other hand needs talented women wrestlers for the same reasons I described for Jillian.
3. Bobby Lashley. For some reason, Lashley doesn't seem to be clicking with ECW in my opinion. Right now, ECW seems to be leaning toward high-flying guys like RVD, hardcore guys like Sandman or Holly, and technical grapplers fighters like Terkay and CM Punk. I don't see Lashley as any of these to be honest. I think on Raw, he could get a standard big-guy push, and eventually work his way up the ladder.

From Raw
1. Rob Conway. He clearly didn't work out on Raw, so maybe he would have better luck on SmackDown. One option would be to team with Sylvain again and join the tag division. Another possibility would be to stay a singles star and basically re-try what he did on Raw. He's really not a bad wrestler at all, and his style might be better suited for SmackDown.
2. Shawn Michaels. This would accomplish a number of things. For one, SmackDown needs some serious star power in its main event scene. HBK could immediately be thrown into the mix of Booker and Batista. Secondly, DX has pretty much run its course. Rather than the predictable breakup and eventual feud between HBK and HHH which we've seen a million times already, why not just move Shawn to a new show? Actually now with HHH gone for a while with his injury, DX may have ended early anyway.
3. Carlito. He has a lot of charisma and credibility as a solid upper mid-carder. It seems that he may have run his course on Raw, since creative is just kinda floating him around from feud to feud right now. The fact that they have thrown him back into another feud with Masters makes me think they just kind of threw their hands up and said "Well, it worked before." SmackDown has lots of new guys from when Carlito was last on, so they could do some new stuff.
From ECW:
1. Little Guido. Clearly his jump from SmackDown to ECW proved to be a mistake. I think WWE should just admit defeat and put him back where he was in the first place. Perhaps a returning Nunzio could add a nice twist to Vito's current thing too.
2. Tony Mamaluke. He could follow Guido. Guido and Mamaluke could remain a tag team, but they wouldn't have the albatross of being "ECW Originals" to hold them back. Oh and who wouldn't pay to see London/Kendrick vs Guido/Mamaluke?
3. Christopher W Anderson. This one is kind of random. I am picking him because he has nothing to lose since they are clearly not using him on ECW. He seems like a solid worker who could offer something to a show. But if they are not gonna use him on ECW, there is nothing at all to lose by giving him a fresh start and perhaps a new gimmick.

1. Super Crazy. As much as I hate to say it, he is basically a novelty on Raw and his shelf life is limited. There is only so much a luchador can accomplish in the land of the giants. Why not give him a chance on ECW where he can have some matches with guys like RVD and CM Punk.
2. Torrie Wilson. Torrie has a lot of experience with being a WWE diva, and she could help give some guidance to new divas like Kelly Kelly. A feud between Kelly and Torrie could work... they could do the tried-and-true "Perky young girl" vs "experienced and jealous older girl" pairing that Torrie and Sable did a while back. Only now with Torrie in the Sable role. Torrie's not doing much on Raw lately anyway and with Carlito moving to Smackdown (see above), she has no reason to stay.
3. Val Venis. He could feud with Rene Dupree over who looks better in a towel. Just kidding. But seriously, he is an experienced mat wrestler who can help the young guys out. Plus, he really is over still. He gets cheers when he makes his rare Raw and Heat appearances. I think he just needs a fresh start on a new show.
From SmackDown
1. Paul Burchill. I have accepted the fact that the pirate gimmick is gone. If he were to remain the pirate, I would say keep him on SmackDown. But I think if he were to show up on ECW under his current masked badass gimmick that he is using in OVW, he could make a big impact. If he were to debut on ECW and give the C4 to the current champ, that would make a huge splash.
2. Matt Hardy. Matt Hardy is really talented as a technical grappler, a high-flyer, and a hardcore brawler. He really is well rounded and could fit it to wherever ECW would need him. Plus, he has marquee value since everyone knows the Hardys.
3. Chris Benoit. First of all, this would allow Benoit to gracefully remove himself from the Eddie crap that has plagued him for so long. Second, the fact that Benoit is holding the US title really seems to imply that he has lost a step since he used to be the World Heavyweight champ. Almost like it's a reminder that he's not as good as he once was. If he were to show up on ECW where there only is one belt to begin with, he could compete for it with instant credibility.
