What if the WWE made an Internet title. It would kinda be like a TV title, but it would be defended on WWE.com.

No one would care.
It would be need to be seen on WWE TV to make any kind of impact or gain a reputation. Imagine the crowds of kids who don't visit WWE.com seeing a title defended and not knowing what the f*** the title is for.

I think Matt Hardy would have a long run with it.

They should totally have Cyber Wrestling. Similar to the sexual version, but with wrestling.
"Suplex." "Hip Toss." "1, 2 ... no." "ARMBAR!"

Shannon Moore would be ineligible, because he's not here to impress the internet.

Imagine the crowds of kids who don't visit WWE.com seeing a title defended and not knowing what the smurf the title is for. But they wouldn't see the title being defended if they didn't look at WWE.com, since it would only be defended online. It would never be defended on TV or PPV. The TV announcers might mention it, and then tell the viewers that they can go to WWE.com to see the matches. So if anything, the title would be like a huge advertisement for WWE.com.

So are these matches happening in an empty room or something? Or how about in a CYBER ARENA like that thing WCW did with their jobbers on the WCW.com Powersite in an "arena" of cg fire and spikes?

Why not? Might not be a big deal but it couldn't hurt anything.
Just have it on the heat tapings...some little storyline to decide the winner, and then you can see the title defended on heat. I'm sure some extra folks would go ahead and watch heat with a special heat title on there.
Would give a little more meaning to a Shelton Benjamin vs Val Venis match at least.

No, they could have a crowd. Just tape the matches prior to Raw or Smackdown. Like maybe Heat would have one less match, and in its place they would have this match for the internet title. Prior to the match, the announcer would explain that the match was being taped exclusively for WWE.com, so once again it would be good advertising for the site.
