I guess because it seems like an episode of Raw, with such matches as The Sultan vs. Rocky Maivia.
Nothing really epic apart from Austin vs.Bret,otherwise the show would be forgotten.
EDIT: What happened to the original post? Now it looks I like I started a thread about this crappy Wrestlemania.

The very first PPV I saw on tape, so it holds a special place in my heart. I remember the opening elimination tag match to be very odd, Rocky and Sultan to be a slow mover, Austin vs. Bret to be all sorts of kick ass, the Chicago Street Fight to be OK, and the main event was like Sid's pants: very crappy.

It was a tiny crowd that was mostly dead.
Only 7 matches on the card.
Uninispired, predictable main event.
In the 4-way tag opener, 2 teams got DQ'ed at once, killing the stipulation.
6-man tag was a clusterf***.
HHH vs. Goldust was not what either guy was capable of.
Bret vs. Austin was about the only good thing on the card.

I remember it cause it I noticed wrestling was still alive by the time wrestlemania 15 was coming up and I found all these tapes at my local video store. Also, I was like, "Who is this guy? The Rock? Stone Cold?"

Like what was said before, other then the Submission match nobody seemed all that motivated and it seemed like a run of the mill RAW at the time, topped off by a Main event that just felt like it was a replacment for some match that would have been a whole lot better. It deserved to be the lowest buyrate in Mania history.

The Bret/Austin match was so good that it didn't matter that the rest of the card sucked.
In my eyes, it's about the 15th best mania.

I love this 1-2 year period in WWF history, just before the attitude era and just after the awfulness that was 1994-1995. The were trying new things, they were unpredictable. So this mania was a pretty big letdown.

I agree that this WM was more like an episode of RAW than the biggest ppv of the year. Austin/Hart saved this ppv from oblivion.
I did, however, love Honky Tonk Man's commentary during the I-C title match.

WM2 was bad mainly for all the technical errors, with random cuts and Finkel talking over prerecorded interviews, and the interviews coming on before Finkel was finished. Also, the WWF still didn't have the depth of a great roster yet. Then there was the problem of celebrity commentators and overall too many celebrities.
I'll give you 11, though in terms of crowd reaction, it may not have been quite as bad.
I liked WM9, and even liked Hogan winning in the end. Bret was just becoming the same Mr. Overcome the Odds at the time, so I was glad he didn't just kill Yoko (though I did mark when he got him in the Sharpshooter, which I spent weeks debating my friend over whether or not he could). Bret only lost due to heel cheating, so he wasn't buried, and Yoko tried said cheating on Hogan and it backfired, hence Hogan didn't make him look too bad. Only truly bad match was Taker/Gonzalez.

It's not as bad as 11, which is the worst 'Mania ever in my opinion(Anything with the Harris Brothers tops my "Worst ever" lists consistently), but it is in the top five worst of all time. My list for that follows as thus:
1. WM 11 2. WM 9 3. WM 2 4. WM 13 5. WM 16

Other than the Austin/Hart match (my favorite WM match) and the last 10 seconds of the main event it was forgettable
