22 was a great show. I unno it really seemed special to me. Prolly cause it was during a time when the WWE was slowly getting alot better and interesting...

23 was the better show but since you asked about the DVD, I have to go with 22 because of Bret's HOF induction speech and much better bonus features (SNME on 22 vs. Trump press conference on 23)

the freaks were great. They were both good WMs. Get both  23 had some graet matches 22 had great extras |

22 is absolutely awesome. The video package at the start with that song (I Dare You) is the perfect way to open a WrestleMania.
