I read on WWE.com that William Regal banned HBK from using Sweet Chin Music. I can understand banning shooting star press... but come on a SUPER KICK?! If this is a storyline... why did they do this?

Shawn's Superkick is not high-risk enough to be a real banned move. It's just the storyline for the match.

It's a stipulation for the Survivor Series match. On the same note, Orton has the stipulation that he will lose the title if he gets DQ'ed or intentionally attempts to get DQ'ed.
