I think the problem with WWE's midcard system, belts, and wrestlers themselves is the fact that WWE has pushed midcarders way too fast. Someone in another thread mentioned Brock Lesnar, personally I think he is a good example of this. Wrestlers back in the day would have to wait 5 to 10 years to get a mainevent spot yet guys like Kurt Angle and Brock Lesnar gets it less than a year.
I don't think a lower belt is needed. I think midcarders should be multiple IC or US title holders. Razor Ramon held the belt four times, and he regarded as great. Today, WWE's way of building a maineventer includes a wrestler winning a midcard belt, hold it for a few months, then gets put in the mainevent scene as soon as he drops the belt.
It could be because there is more wrestling on TV now, and things go by much quicker. One way to spread out a feud that would give all carders more of a shelf life is by changing the PPV structure. I say make the PPV's that are not the big 4 back to the In-Your-House style of a PPV. A PPV where there is a big match, but the feuds get excelled rather than end. For example, say Triple H wanted to face Randy Orton in the Royal Rumble, the ppv before than one would have Triple H fighting someone for that spot in the Rumble with Randy defending his belt in a RAW type mainevent.

what about MVP? This guys could easily be sent to main event but they are contuing to build him in the mid card...Plus Brock and Kurt Angle were great. You dont think it turned out alright?

The midcard should be a "quasi-independent" part of the show, not a retirement castle for older main eventers, a refuge for stale superstars and generally speaking a hunting reservation for Main Eventers.

both Hardy's, Kennedy, MVP are all being built up slowly in the mid-card and imo all of them will be brought up soon enough

There's a clip on Youtube of IC champ Randy Savage cutting a promo on Hulk Hogan, who he had a World Title shot against. Savage buries the IC Championship, then actually spits on the belt and throws it to the ground. If that happened today there'd be a 30-page thread about it. Maybe it wasn't a good idea then either, but by that standard, there's never been a "glory time" for that championship.

I believe it was me who mentioned it The real root cause of the problem is the lack of roster depth. Therefore they need to make stars quicker as injuries and leavers pop up. Carlito, Punk, Lashley, Cena (a success in some ways), Orton for example are great examples of it. With two years of OVW and 2 years of main roster time alot of them have atleast got to the Intercontental belt...and once you've got to the very top and proved yourself : whats left? Brock Lesnar, I believe it was him, not Angle, said himself there wasn't much left to achieve.

Edge was bulit up realllly slowly starting with his singles run in 2001. By 2002 he was facing Angle and Eddie but he still didn't win his first world title until 2006.
I see Matt Hardy going in the same direction (not the whole steal a friends girl direction that is)
