Brock was on top of the WWE at 25. He became the next big thing. Cena was just a midcarder. So when Brock decided to leave was Cena the only one that could take Brock's spot? Maybe Brock was supposed to have the sixth longest title reign instead of Cena?

No, Cena was going to be pushed anyway.
JBL was the one to get the push from Brock leaving.

Cena would have probably been given the push regardless. I just can't see Brock being shown as an all-conquering babyface.

Cena was getting the (non-Carlito) Jesus push on the blue show long before Brock left.
This was right around the time he turned face and started cutting promos about poopy pants.
The company has been behind the guy for years.

Same with Orton.
