JBL and Edge are the best heels most definitely.
Edge slightly edges JBL in the match quality, but those 2 are definitely the best heels in WWE.

JBL is no doubt the best heel in the longest, people can take Edge for what its worth simply because he can draw amazing amounts of heat, but no one, NO ONE can draw boos faster than a Texan business tycoon that labels himself a god, and JBL is many respects is better than Edge on the mic IMO. Edge's character is great and all, but in terms of pure heel, JBL is the embodiment of it
