NOTE: I am watching the re-release from the Anthology set.
In the opening hype video, hyping Cactus vs. HHH, they show some clips of Cactus Jack being, well, Cactus Jack. Some of the clips shows are from ECW, and one is from WCW. Now, obviously this took place before ECW and WCW folded. So how did WWE(Well, WWF at the time) pull this off? Was there an agreement? Or did they do this post-production(and if so, I say "why bother?")?

It's possible they went back in and re-edited it and added that footage, but it seems that would be a bit too much work for something that the casual fan wouldn't notice.
I've been under the belief that Mick Foley owns the rights to not only the Cactus Jack persona, but everything relating to the character as well. I'm rather certain when Mick Foley played the Cactus Jack character in WWF that they used ECW and Japan footage to build him up, but I assume because ECW didn't trademark anything they wouldn't have ran into any problems there, also it's been said that Paul Heymen was on the WWF payroll throughout the mid-90's, as for the WCW footage, I can't explain that.

ok. I found a really low quality version of the original( I know its the original as it says WWF in it) on Youtube. It has all the ECW and Japan stuff in it, but I couldn't find the WCW clip(but that might be because of low-quality. I don't know why they'd bother to slip in a 2 second WCW clip 7 years after the fact though. ok. Rewatched it, and they definatley re-edited it. They replaced the part where Funk backdrops him on a C4 board when HHH says "C4 explosions. Blood, Sweat, and Tears" with him doing the "Bang,Bang" taunt in ECW and him doing an elbow drop to the outside in WCW.
I wonder why go through the trouble(unless they didn't have the rights to put those particular japan clips onto the DVD)

There's no way Foley would have owned footage of himself in WCW, no chance whatsoever.
Any ECW stuff and Japenese stuff would have been put in by some kind of agreement, the WCW stuff was definately edited in during production of this version.

WWF had an agreement with ECW, remember. So the ECW footage was probably just a handshake with Paul E. in 2000.
