To keep the list short, I'll start with Hogan because before the the Hogan era it was unheard of someone winning midcard gold before they won the championship. Plus Hogan came out of no where like a lot of other no midcard title champions.
Only counting IC/US. No CW, Tag, Euro, or belts from other feds.

Slaughter was US Champ before being WWF Champion. So was Flair. And when were CM Punk, Goldberg, and The Great Khali WWE Champion?

Foley was Hardcore champ before WWF champ, no? I'm also pretty sure Rey was Cruiserweight champ beforehand too. I don't think either should qualify for this poll.

Being US/IC champ is always a stepping stone to becoming world champion. CW, Euro, and Hardcore titles mean shit. So going from a CW champion to a World champion thats a huge deal with out a US/IC run in the middle.

These are guys once coming into WWE that won the World title with out winning the IC/US before hand. Also this poll is about a WWE (as in the company) world champion. Not just the WWE Championship.

I find it funny how the OP says other belts don't count and other feds yet all posts nearly refer to them lol

There I changed the title of the thread. It's not that hard. I listed what I went by in the first post. This is WWE current, so I'm only looking what they did during their time in WWE. Euro, Hardcore and CW are Undercard belts at best. Everyone won thouse titles.

It's the same US Title though. If it doesn't count for slaughter, when does it start to count? March 2001 when Vince buys WCW, when the first US Championship match at a WWF Show happened? The first "WWF Guy" to hold the title? The "tearing it out of the IC Title" tourneyment? When?

I don't think CM Punk should really count. The ECW belt's really only on the level of the US, and Intercontinental titles.
