The only two that do it for me are "The Frog Prince" by Keane and "Wonderwall" by Oasis...both kindof make me tear up a little, but they are such awesome songs I could listen to them endlessly and it won't change how awesome they are.
This is kindof nerdy, but "Calling to the Night" in Metal Gear Solid Portable Ops (it's also in Super Smash Bros. Brawl as his credits theme and a hidden song for his stage) has gotten to me a few times lately, but not to the level of the two songs above.

There are a fair few songs that get me emotional, the ones that have the greatest effect on me tho are the triology of songs from the end of adore by smashing pumpkins

"Handsome Devil" by the Smiths. It reminds me of someone I cared - and still do care - a lot about, even if he IS a jerk.
And "Walk the Line" by Johnny Cash. If my SO and I had a song, that'd be it, and it always makes me emotional.
