When I think of bests, I think of not only best wrestling and most charismatic, but those who excelled in terms of popularity and super stardom. Outside of "Flair Country", only wrestling fans really know Ric Flair.

But since then, he's had many bad years (especially in the late '90s) so he drops to around 7th or 8th place.

Look at nearly all matches from the same period, the finishers are mostly used as transitional moves. Hell the DDT was the most devastating finisher ever for a period. Now its a 2 count.

Moves that are mostly used as normal moves now, were devastating finishers then. The moves have just got flashier over the years, that's all.

One of Samoa Joe's finishes is a dry-hump sleeper. Piper's and Adonis's and Beefcake's sleepers are of the same era as Hogan's leg drop and Warrior's splash. It's all about context.
If we're talking about drawing money: 1) Bruno Sammartino 2) Hulk Hogan 3) Steve Austin 4) The Rock 5) Ric Flair 6) Andre the Giant (in his prime)
Let's expand on that to look at the wrestlers who were solid in every aspect of the on-screen business. The following is an unranked list:
Hulk Hogan, Randy Savage, Roddy Piper, Jake Roberts, Terry Funk, Ric Flair, Mick Foley, Steve Austin, Ricky Steamboat, Ted DiBiase, Owen Hart, Bret Hart, Bruno Sammartino, Shawn Michaels.
To provide something of a comparison, I'd say guys like Undertaker, Andre the Giant, Sting, Dusty Rhodes, and Curt Hennig are on that one-lower tier of greatness.
