I think at this point there is no way to bring back the no-name jobbers in any significant way (i.e. more than 1 or 2 matches per show) without a big drop in ratings.
What I'd like to see, however, is guys fighting opponents who are not in their "league". For example, how often do you see HHH or Cena fight a lower card guy? Every show they either don't have a match, fight a main eventer or are in some tag match, usually with other main eventers. I think those kinds of matches hurt PPV sales because they are PPV-level matches, even if the exact match isn't the same. How many times the week before a PPV do they have the big tag team match where the main event opponents are in the ring against each other?
How about having HHH face someone like Val Venis, Cena vs. DH Smith, Orton vs Kendrick, etc... yes we know who is going to win 99% of the time, but it saves the "big" match feel of these guys fighting main eventers for PPV, while giving the lower card guys "big" matches of their own rather than appearing on Heat on a weekly basis.

Top heels do face lower card guys, I'm pretty sure Orton/Kendrick happened fairly recently. But when you do it with faces, well you walking a fine line. How effective is say Charlie Haas' cheating going to be against Triple H? If it's very effective then why isn't Haas higher on the card. Though perhaps wanting a fight and just calling someone out could work for that.
