Jericho is the biggest one for me. He just always seemed like a mid - upper mid carder at best
Edge has JUST started to look more like a main eventer for me for some reason. I always paired him with Christian who I liked much more
Matt and Jeff Hardy.... They just look like tag/ mid carders to me. Just do not have that larger then life feeling

Edge is the first big one that I can think of. I've never been impressed by anything he's done. :-\

Jeff Hardy. Granted, partly because I don't like his wrestling skills but he just doesn't have the look or mic skills of a main eventer. Same for RVD. Never bought him as a main eventer.

Currently, Kozlov and Matt(do they even count?)
In the past, Foley, Khali, Punk, Benoit, Eddie, Rey, RVD, and Lashley.

Jeff Jarrett (in WCW) RVD (during his short reign) CM Punk Zach Gowen (if his feuding with Vince and Brock Lesnar/Being backed by Hogan counts)

John Cena is the biggest example of this for me.
Also, JBL and probably Jeff Jarrett.

JBL, and pretty much most of the ECW Champions we have had (John Morrison*, Bobby Lashley, Chavo Guerrero).
And as much as I hate to say it but CM Punk is not a full blown main-eventer yet.
*Disclaimer: I put John Morrison on there because at the time when he won the title I did not feel at all like he was a main eventer. But now he is starting down the path to the spot.

Yokozuna and Diesel were the 2 I most associated with this during their title runs.
