I see, but then what's the purpose of a Minor League, business-wise?
If their only "goal" is giving visibility/playing time to those who aren't good enough (yet/anymore) to cut in in the Big League, how is all that drawing fans in anyway? My Minor League team could as well win the league, winning every game by 100 points, and still it'd mean squat. Possibly with the best players being recalled/drafter by the NFL team...
But still, why not trying to establish brand new franchises in other areas, to create a 100% working Multi-level system?
0-16 Detroit Lions may still have better talent than a Minor League team NOW, but if a NFL II is established, some players may rather be part of, say, Las Vegas Gamblers attempting to lead the team to NFL.
My biggest issue with the whole "locked league" system is that there is no actual meaning to the regular season and to its results below the Playoff chase.
Having a team fight til the last game to keep their spot in the league [and the money that come with it] would still draw fans in, and generate interest.
Minor League can still be kept as it is, if the existing system can't be changed, but the creation of a NFL II would spice things up, and open the national market to more cities and teams.
Not to mention moving a struggling franchise wouldn't be needed anymore... if a team sucks and/or hasn't enough following, it'll get relegated and will eventually fade into oblivion, while a team/city with better fanbase will take that spot. Without the ridiculous relocation thing of: Reno Rhynos, then Cheyenne Indians, than Banff Skiers, then Maine Kings...
How can you support a team that changed more names and locations than a P2P tracker???

I have a few suggestions.
-Shorten the preseason by two games, and extend the regular season by two games. Four preseaon games are unnecessary and unwanted by the players.
-Place a salary cap on first round draft picks.
-I say no to a minor league system. College football already serves that purpose. Most other football entities have failed. i.e. NFL Europe.
-Los Angeles does not need a football team. They couldn't keep the two they once had.
-Have the NFL draft and the Pro Bowl in different places each year. It would not be an awful idea to have the Pro Bowl prior to preseason, holding it after the Superbowl is a recipe for disaster.
-Allow every NFL market to hold the Superbowl. I want to see Superbowls played in Chicago, Green Bay and Buffalo.
-After the Superbowl teams have been decided, allow a one week grace period, and then hold the Superbowl. It should not be a two or three week wait from the end of the playoffs to the start of the game.
-Restructure the rules in Overtime. If a team scores in OT, they should also have to turn around and prevent the opposing team from scoring, in the ensuing possession, in order to win.
-Stop protecting the QBs and WRs so much. I absolutely despise the illegal contact rule.
-After the two minute warning, each team should be relegated to one challenge, and one timeout each. The final two minutes of the game should not take 30 minutes to complete.

New overtime rules: In the event of a tie after regulation, the teams will play one extra 15 minute quarter. Hell, that's how just about every other LOGICAL sport overtime works!

Or at the very least give each team a shot at scoring. The current thing of by theory only one team having a chance is kinda odd. It's based on luck, the team that wins the coin toss essentially wins the game.

Sorry to bring up a "dead" thread, but I hadn't noticed it until right now. I wouldn't put the Steelers' minor league franchise in Columbus. It needs to be in a place that hardcore Steelers fans can go to without much trouble, like Morgantown, Johnstown/Altoona, Latrobe (home of the Steelers training camp), or even Erie. They might be "smaller" markets, but those team would definitely be supported. Trust me on this. And about Cleveland: I agree that Dayton isn't the best place for a Browns franchise. Canton/Akron would be the place to go. I think Youngstown and Erie would be alright as well.

Because of this, the town is essentially split into three.) I went with the cities I did due to TV market size. I went with the top 75 markets (But one) and went from there. That was really about the just of it.
