Santino still had a nice IC run, Honk-A-Meter and all. He actually got more TV time than Miz did overall. Point is, the Santino character has been given a shot to get over in the capacity as a joke character. Miz (who we were supposed to take seriously) never has.

Generally when you are consistently made to look like a piece of shit that can't do anything people aren't going to take to you...
The Miz was booked to look like nothing but a putz for that entire period of calling out Cena.

I mean, let's not act like Miz just debuted a couple of months ago. Since 2005 he's been in LOTS of different roles both as a wrestler and as a character. True, but any interest in Miz on RAW was contingent upon him being taken seriously as a threat to Cena. People wanted to see Miz "snap" and "act intense". The second Miz/Cena match showed hints of this but it wasn't fully realized. If his current gimmick was a comedy one, he'd still be running away from guys like Boogeyman. Didn't Miz himself say something to the effect that "the real franchise is now on RAW" in his first anti-Cena promo? I'm pretty sure he was supposed to be a serious threat, but he was never booked as such.

His music hits and boos are pouring down on him.
Is my TV messed up or something? I'm hearing strong, consistent heat for him just fine.

Monday Night Raw is the place heels go to die.
With Triple H and John Cena on the show coupled with his Guest General Manager thing it is a very bad time to be a heel because you are more often than not going to get beaten or humiliated so that the GM can end the show shaking the fans hands and the Kiddy Winks can go home happy.
And that is without mentioning what it is like if you are a main event level heel or a heel trying to get into the main event. If thats your standing you are screwed.

Both at The Bash, and on Beat the Clock, Miz tapped pretty much IMMEDIATELY when he got put in the STF. Not much struggle at all. Even better, at The Bash, he used both hands to tap. That's like, the super-bitch thing to do. So yeah, go figure, if a guy's gimmick is to be taken seriously, and then he gets booked to be a total bitch, SURPRISE, it probably won't get over. I didn't mind him losing to Cena, but it was never even close. THAT was my big issue with his run on Raw. If you disagree, I ask you, why was he booted off of Raw then? To me, barring any backstage crap/wellness, that match last night was Raw's booking team basically throwing up their arms and saying, "We have no clue what to do with this guy, so someone else take him, please." So how can you defend them straight up giving up on a guy who had decent talent and was also getting decent heat? I'll answer that one for you. RAW'S BOOKING SUCKS, THAT'S WHY.

So then you agree that Raw doesn't know how to book and takes talented guys and saddles them with bad gimmicks or puts them in situations that makes them look bad? They are doing a good job with Kofi and Swagger. The only talented guy that deserves better is MVP. He is getting a major yo-yo push.

Doing a good job with Swagger? Lesse... He jobbed in two minutes to a guy who really can't seem to beat anyone lately, he's looked like a coward at every opportunity, he's feuding with MVP, who is a complete joke in himself at this point...
Admittedly, Swagger is in a better position to move up the card than most of Raw's other midcarders, especially given the lack of top heels right now, but still, they're really not doing all that good a job with him.
Also...
Not necessarily - look what SmackDown did in a very short time with Ziggler, who was a jobber on Raw with no success whatsoever. On SmackDown, he frankly is more credible than the current top heel.
