As far as being the main guy on a brand, really stepping up to the plate and taking the entire show over, Punk has just been phenomenal. Just like Jericho last year on Raw.
Last year it was Jericho, this years it is CM Punk.

Punk's only really started coming into his own in the last couple months. Jericho's body of work this year has been stronger overall, I'd say.
But personally, if I were to pick a WotY for 2009 so far, I think Rey's been leaps and bounds ahead of everyone this year.

Both men have had awesome years. I agree that out of the WWE one of them should win it. Mysterio you can make a case for but outside his Jericho feud. Which I think Jericho was what made good promo wise. He did bring out the best Mysterio matches I have seen in years. He was also doing will against Dolph.
But I look at it like this. If Mysterio can have a case for it so can Morrison who also been having great matches with just about everyone this year. I expect him and Dolph having some good stuff coming up for the belt.

As far as in the ring, gotta be Jericho. Overall, when you factor in the mic and gimmick, it's Punk. Anytime Jericho comes out in the suit with a mic I reach for the remote. Because he's plugging in a few large words into a nickel-a-dozen cookie cutter heel promo i'm supposed to think this is a good idea? Hells no. Though I will say you have a problem when your heel cuts promos that make him look THAT much better than the opponent (to be honest I'm still not convinced that they were trying to make an obvious face/heel feud...I do think they were goin for no heel scenario).
Overall I personally gotta go with John Morrison or MVP, both of them have stepped up their games considerably. One of them I think will get the big MiTB Wrestlemania push (provided they both stay clean, which Morrison has for awhile and if I'm not mistaken MVP has done in general), and it will be VERY interesting to see how that would play out. That's all I'm gonna say, don't wanna throw this thread off topic.

Where's the John Morrison option? He's had the best and most consistent matches this year by a mile (outside of HBK/Undertaker, of course.) I am a HUGE Chris Jericho fan, but I really don't see how he's even in contention here. He hasn't had a bad year, just not WOTY worthy to me.

Cant believe that I disliked this guy when he was a face because he was so monotone, but as heel? f***ING BRILLIANT!
Screw Orton, Jericho and Edge. This guy is better then all of them COMBINED!

If voting was to be done right now, I went with Jericho... and I'm a CM Punk mark almost to a sickly degree.
As the OP said, Jericho and Rey brought back a huge amount of much needed credibility to the IC title and now he's moved on to doing the same to the tag team titles. He's had some unbelievable matches this year with a solid consistency. His promo's are always on point, and he will always get one of the largest reactions from the crowd.
Although Punk is having a GREAT break-out year so far, I think Jericho's got him edged out by just a bit. The years not over yet though, and Punk is just starting to really heat up.

looking over my top 10 list of best matches....Rey has more then anyone, Punk, Jericho, HBK, and Hardy are up there. Edge was having a GREAT year before injury, sucks he got injuried. I think if Punk can have an awesome match with Taker i will call him wrestler of the year of Rey.

I gotta go with Jericho. IMO he is still better than Punk on the mic, and his in-ring work is impressive, especially for a guy his age. He seems to be one of the rare wrestlers who do all sorts of moves, from the more mat-oriented to the acrobatic to the brawl, and he hasn't lost steam ever since he turned heel. Punk has been very good, especially since his heel turn, but I don't think he is that good - and, frankly, I find his micwork a little cliche at times.
Mind you, as soon as John Morrison polishes his promo skills, he can be right there with them. I can't remember a Morrison match that did not deliver, and the guy just oozes charisma. When Shawn Morrison decides to hang his boots on the wall, that's the guy who needs to give him his sendoff match.

Gotta be Jericho. Punk's year pre-Wrestlemania and post-Wrestlemania through Extreme Rules sucked. Jericho has been great all year.

with the kind of start to the year that orton had, it's almost criminal to see him nowhere in the top 5 WOTY contention.
left to me, i would have made it a tie between morrisson (for consistently hitting 4 stars in his matches) and jeff hardy. in the absence of taker and edge, jeff was arguably the most over guy in the WWE roster this year. and though we give him s*** for doing "Jeff's moves", hey every wrestler does that, but jeff improved by leaps and bounds AND walked away on his terms, at the peak of his popularity. gotta respect his wrestling ability, and leave comments about personal issues aside.
i admire the kind of work that Y2J has done this year esp with rey, but really think that the program with the legends, getting punched by rourke, getting pwned by shaq and being saddled with a tag title prog has made this a disappointing year, compared to last year.
as for punk, i am a mark for him, but his promos dont work for me. it sounds like the same thing every week and i think trying to get people to adopt the sXe lifestyle goes against the whole point of straight edge being a PERSONAL choice. also think that the whole PG 13 thing is stopping him from going all out in his promos. and his in ring work is slowly showing signs of early rust. we need him to bust out a few more of those moves we've seen him do before. (pepsi plunge ruled out of course, for his own knees sake)

What I've seen of heel Punk has been pretty good, but Jericho has been the man all year. Definitely gotta vote him.

CM Punk, he is climbing up the ladder pretty damn quickly. He has bursted through WWE's glass ceiling long ago.

CM Punk I feel is only going to get better and better but as for Y2J he may have reached his best about 10 years ago.

I'll give the nod to Jericho for doing very well at any spot on the card, in any feud, regardless of what/who he is working with. He's been a reliable go to guy for the strongpoint of a show regardless of the situation.
Punk has had one good feud. Admittedly it was a very good one, and he's really come out in his promos, but it is just one for now.

Orton. Kept the title for a good while on Raw with HHH, Cena and Batista chasing him. Took out the Mcmahons.
Jericho is tuck in tags so I can't really fault him for not having a banner year in the world title secne.
punk had way too many losses while champ. Even quit in one. IMO, Jeff Hardy made him this year. Even though he is not here. After making punk, Feuds with Edge and Matt Hardy I say Jeff Hardy for SD. Orton overall.

Some are saying Y2J but you must understand Punk has only just become a heel he has got such along way to go and as time goes on he is going to get so much better that a Y2J may not be anywhere near his level.

If we're going on in ring then I choose Jericho hands down. I can't pinpoint many matches outside of a couple with Jeff Hardy that Punk's had that blew me away whereas Jericho has consistently put out solid and often outstanding matches. I will concede Punk's character development has edged him ahead of Jericho in that respect but, assuming the W in the title stands for wrestler, I have to vote Jericho.
