I think WWE has been unsure about Escobar since they first brought him up, but I don't think they "Gave up" on him at all. If they gave up on him, he would've been gone, or they would've buried him, but they made him look competitive in a handicap match for standing up against Vickie.
In the case of Melina, I never buy anything that they say about her because it's never true. Whenever the news sites say she has heat or she's in trouble or whatever, she ends up getting pushed harder than before the news emerged. If they really gave up on her since she went to Raw, why would they have made her the Divas champ, beat two other people in short feuds over the belt, have a TV win streak and get the pinfall over McCool at Survivor Series? She's probably going to lose the belt soon, but that's independent of what the news says about her.

They're probably low on Melina because she's sloppy in the ring and botches about 80% of the moves she attempts. I don't get the Observer or F4W anymore, but if you listen to their free audio shows, Brian Alvarez always talks about that.

I don't get the Observer or F4W anymore, but if you listen to their free audio shows, Brian Alvarez always talks about that. Call me crazy, but that could be because of this little thing that exists in the media called... bias. You know, since he doesn't actually have to cite any sources to report anything that he does, it gives him a relatively easy job. Whenever there's a new round of the "X has heat" stories, and whenever she's mentioned, it's almost always Alvarez who brings it up.

I dont get how WWE expects people to build themselves up to a higher level. I can just imagine what they say to these wrestlers..
"We gave you a generic name, have you conduct paint by numbers interviews and wrestle the same WWE formula style of matches every week with a finishing manuver that looks pathetic... how the hell have you not gotten over?"

In Escobar's case, it was a mistake putting him in with Vickie from the start. How's the guy supposed to get any heat from the crowd when Vickie's stealing it?
As for Melina, is it that time of year again already?

WWE's way of developing ideas and talent is throwing shit to the wall and seeing what sticks. They give everyone a chance to prove themselves and some guys get over right away and others don't.
Some guys get more then one chance, like Snitsky. Others get only one, like Kizarny. It's difficult to say if WWE 'has given up'. Carlito was given up on more then once, but they see something in him and still haven't fired him.
It is obvious that certain pushes have been stalled. They are not using Swagger right (who should be on Smackdown) or Evan Bourne (who should be on ECW) or MVP (who should be in a main event or upper mid-card feud). Have they given up on them? Sort of, they should be busy thinking about feuds and angles, new ways to use them and build them. But Sheamus seems to be getting Swagger's push and Kofi is put in MVP's place.
Now some of the most talented young guys are left with nothing. They can't prove themselves and WWE is again pushing guys who are too green (even though Kofi is doing very well). It just doesn't make sense. They either refuse to take risks (turning Cena heel, putting young guys over) or take a huge risk (putting Sheamus in a main event match/level without a lot of build up).

WWE lost so much faith in Melina that they moved her to what they see as the "A" show and put a championship around her waist. Meanwhile, their loss of faith in Eric Escobar has resulted in a face turn and further efforts to get him over. Ah yes, they've clearly given up on these two.
