I will also never understand why WWE stopped his push. I mean at the time he looked like a great young superstar on the rise and did look like he could have been really good. I enjoyed his feud with Ted and I felt a lot came from it.

Think for a minute....
How far would Virgil have ever gone?
And think what he accomplished... Standing up for himself against the man who demeaned him sas a second class citizen for years, finally wrestling the Million Dollar belt away from him if it was even for a short time.
THAT was as far as he was going to go, and thats pretty spectacular all things considered.

At the 1991(?) Survivor Series, Intercontinental champion Bret "Hitman" Hart, the British Bulldog, "Rowdy" Roddy Piper & Virgil faced Ric Flair, the Mountie, the Warlord, and "Million-Dollar Man" Ted DiBiase.
Look at that babyface team.

To be fair about that team, Virgil was riding a pretty big wave of momentum at the time.
I'm not about to argue that Virgil could've become the next great technician or anything, but it certainly did seem jarring at the time how he went from a pretty marquee feud with a top heel to literally having NOTHING, almost overnight.
While it lead to a big moment and some big fan pops, in the end, Virgil's face turn really accomplished nothing. It's as if they did it, then realized "Uh oh, maybe we pushed him too soon" or something.

I agree he had a ton of momentum, especially back in the days when a feud could last a year and not get old; I'm just saying, nowadays, look at that team: three legends* and ... Virgil. * {Spoiler}That is, only if you consider the Bulldog a legend.
