For me - by a long way Cena in 2008. That one totally shocked me and I am not ashamed to admit I never saw it coming. They managed to fool me completely with their "he wont be back until after WM" and I would love them to use the internet to throw more swerves like that.

Same here, that was awesome when he dumped Bret out at the end and set in motion all the greatness to come with Bret going nuts on Vince at the end.

Have to go with Cena in 08, for the fact NO ONE saw it coming. It was a rare time in this era where it was kept a secret.
Its funny how the live crowd marks out then when Cena hits the ring the boos start up.

I guess I could also say 1995 with Shawn Michaels. I was young at the time, but even I was shocked he won it. The thing you have to remember is at that time he had basically been out of ring action for the most part since WrestleMania X. He was basically managing Diesel for most of 1994 until the turn at Survivor Series. He mostly only worked tag matches with Diesel during their tag title run. So I thought maybe he was winding down as a wrestler or something, so I didn't expect him to win the Rumble. This would be mine as well. On top of Tyfo said, HBK was the first guy to be #1 and win it and is the reason they always have to say the bit about two feet touching and not one. Then, when you actually watch the match for the first time, you see HBK get thrown over the ropes and Bulldog's music hits....and then HBK hits Bulldog and tosses him out, winning the rumble. It was completely out of no where.

Any crowd sound other than boos sound like cheers. 30,000 people going "WHAAAAAAA?" will sound like 30,000 people going "YAY!" What you're hearing is not necessarily marking out. It IS genuine shock, though.

I really don't understand how WWE can keep something like Cena returning to the RR in 2008 under such wraps, but for anything else, people on the internet know weeks ahead of time. I wish WWE would pull that off more often.

It's not exactly worth much if you consider that the first Royal Rumble was pretty much done with no hype, had different rules, and there was no reward for winning. Possibly, I see where you're coming from however considering The Ultimate Warrior and Jake Roberts were in there as well, I'd still say it's the most shocking ones, considering the question is "What was the most shocking win at the Rumble". Nothing was said about popularity, hype or rules. I was more responding to the complaint about Duggan winning. Can't really speak on whether or not it was shocking.

Cena.I had a friend tell me the day after the rumble who won and he says "Cena",I looked at him with the most bewildered look and asked him what in the bluest of BLUE hells he was talking about.The most mind blowing thing of my 10th grade year! The internet CAN be wrong!!!

For their time these were shocking:
Yokozuna in '93. He debuted just a few months prior and squashed a bunch of jobbers. I don't know who the hell would've won this Rumble though. No one knew if Hogan was going to be in it or not. I think most people thought the Undertaker would win. When it was down to Macho Man and Yoko I think most people thought Savage would win.
Co-winners in '94. I guarantee no one thought it would end that way.
Steve Austin in '97. I thoguht Bret Hart was gonna win it, and at the time Austin was an upper midcard and decently popular but not enough to win the Rumble.
Vince McMahon in '99, I was glad, but shocked. I didn't want Austin to win 3 in a row, just wasn't sure how they'd eliminate him.
Every rumble from 2000-2007 was beyond predictable.
2008 was a huge shock, had no idea Cena was going to show up.
2009 was undpredictable until the whole Orton thing happened. Then it became obvious.
This year seems to be between HBK, Edge and HHH
