Austin's first win in 1997. The build to Bret Hart winning it was awesome, and it was shocking that Austin was able to sneak back in and throw everyone out after being eliminated himself.

I'd have to go with Flair's win in 1992. The way the Rumble was set up was to have all of the former Heavyweight Champions coming in after #20. I didn't think Flair was going to win after entering #3. Somebody having a chance of winning after picking a number that early was unprecedented at the time.
John Cena in 2008 was also a shocker since nobody expected him to be in the match.

Cena in '08 was less of a "surprise" and more of a "for the love of all that is good in this world PLEASE go away and never come back." This, it was one of my worst nightmares coming true. Cena winning a match in which he wasn't booked. Damn him!!! Didn't watch it live at the time, saw the result on WWE.com and all I felt was pure rage.

Cena winning was like a mystery novel where you have a few well built up possible culprits. Then when it comes time for the reveal it ends up being a character who wasn't in the novel prior to that point at all. It's a surprise yes, but it's a cheat. Cena appearing might have been a surprise, but once he did appear, was him winning surprising? I don't think so. And it seems like the WWE fell in love with having wrestlers return earlier than people thought they would after this. Practically every major injury since then has been announced as keeping a wrestler at least 2 months longer than they actually ended up staying out. Except Edge, since his initial report had him being out until around the Rumble. Someone suffers a paper cut and WWE will release a statement saying that person will be out a month, so that when they show up on next week's show it's SHOCKING!!!!!!!!

When you look at the list of winners now that the Royal Rumble is so prestigious, it's shocking to see Hacksaw and John Studd up there. Realistically I could see a huge man like John Studd winning a match like this but the fact that he was never a main event player and he won the match over Hogan, Andre and Macho Man is pretty shocking.
