I may be going out on a limb here. But in the states I'd say Hogan. EVERYONE has heard of Hulk Hogan.
I'm not a sports fan and I haven't heard of half the guys in this list. To me a big star is someone who people that don't even watch them know who they are.

And for the USA, all time? No doubt it's Muhammed Ali - he's the most famous sportsman of all time, and was in a sport that had (and to some extent, has) a huge following internationally. Well, giving the example of my own country (Portugal) about half the population must have heard the name "Michael Jordan" somewhere and about 90% of those people know that he is/was an athlete. I'd be shocked if anything close to 20% knows Ali. I wouldn't be surprised if more people knew Michael Johnson (the track n'field athlete) than Ali. Woods might be closer to Jordan's popularity with this scandal of his. But, yeah, Jordan's pretty famous. If not by his plays in the NBA (that made the league HUGE almost everywhere), then you have the commercials and Space Jam putting his name and face pretty much everywhere in the 90's.

China - Guo Jing Jing,Yao Ming,Liu Xiang all pretty famous. Japan - Antonio Inoki perhaps,Hidetoshi Nakata was pretty famous,i know plenty of japanese athletes of various sports but none are that famous or succesful as other countries. Korea - Yuna Kim Ice skater...again maybe not world famous but very successful and popular. Brazil - Pele,Ronaldo and Ronaldhino.
Its pretty hard say,as the most world reknown sports stars are from the USA,Canada or Europe.

Truth being told, boxing is everything but a popular sport around here. I can't recall a single recognition worthy boxeur from Portugal. Hell, pro-wrestling and kick-boxing are more famous, as both at least make it to the sports newspapers (although pro-wrestling is through a weekly column dedicated to it), along with things like three-cushiom billards. Boxing only makes its way to the newspapers when some big international fight happens and it's generaly some sort of footnote. So, yeah, our country may not be an example for much, but I would bet a couple of other Southern Europe contries (thinking Spain, where tenis and motorsports are huge and might only be dwarfed by football/soccer) are like that.

The World Cup The Olympics
These are the 2 most watched sporting events around the world.
There are always exceptions, the Heavyweight Boxing Champion of the world is known in a lot pf places too.
