'03 and '05. Just found those two years boring. Especially '03. I missed out on '06, '07', '08 and '09 so I can't really comment on those.
A lot of people moan about '02 but I thought that was a pretty good year.

People have very selective memories about 07. Everything before THAT happened was pretty damn good and Mania 23 is one of my favorite Wrestlemanias.

Even though I can admit that 2006 had its weak points, I actually enjoyed the majority of that year. I will say that I didn't like the Eddiesploitation storylines, but there were some good PPVs from that year, like No Way Out and Unforgiven. Also, the Cena/Edge feud was good, though it went longer than it should have. I also have to give it some credit because that was the last full year that I followed wrestling.

I cant remember much about 2002, what was wrong? While 2002 had some good stuff [HBK returning and... some other things] I thought the crappy stuff far outweighed everything else. Stale main event? Check [for the most part] Crappy angles? Checkety check! [Katie Vick anyone?] Dull feuds? Check. While 2003 was filled with a ton of crap too, I thought as a whole the action on SmackDown was so top notch that it dragged it slightly above the dregs of 2002.

I voted 2009 since thats the year I stopped watching it. I did show some signs of losing interest though in 2006 and 2007.

Any year that has Rater R Superstar Edge sleazing it up with Lita on Raw, while King Booker rules over Smackdown with his court, is just too good to dislike. Throw in RVD/Mysterio actually getting title reigns (however dubious they were) and JBL on commentary and it just becomes great.

I voted for 2003, 2004, and 2006. Smackdown was almost unbearable to watch in those years. How was Smackdown unwatchable in 2003? That year was TONS of fun! It did have the jauggernaut of 2002 to follow, but heck, 2003 is still among the best years of that decade. For me, 2007 almost ended my wrestling fandom, so that wins. 2009 was second, just because it seemed like nothing felt important that year and the shortcomings of PG bookings is obvious.

If I had to break it down from 2005-09, 2006 was actually the last good year in the wwe for me, I was entertained by many things, and I am so surprised to see that it is in 3rd place in the voting as the worst of the 2000's, no way! The worst years in this half would have to be 2007, and 2008. Triple H had the freaking title for 8 months on SD! And Punks first title reign was horrible. 2009 is pretty close as well. Actually I will say 08, and 009 really mirror each other. For the first half if you just say wwe, then I have to go with 2002: the brand split, and the undisputed title changed hands at least 5 times from WM to Summer Slam. I understand you had the reign of terror with Triple H in 03, but Heyman's time on SD! can really make up for most of that. But if you look at wrestling as whole, the worst year of the 2000's was 2001. The competition went under and died. It's the reason why the business is so dull today. Nobody to compete with Vince, and he can run his product any way he desires. But for the 2000's in wwe, I would say 02, because it helps set up the reign of terror with Triple H. Winning the RR, winning at WM, and I believe that was the year he was handed the big Gold belt out of a brief case. Someone tell me if I am wrong on the brief case deal.

Wait, 2001 is technically the best? 2001 with the Alliance, the nonsensical run of the Two-Man Power Trip that had three (not two) men in it who had spent years all trying to kill each other, and a crappy Austin / Rock feud that led to an awesome video package and Kurt Angle being dumped to the midcard with a speed reserved for Jack Swagger and Chris Benoit? Granted, Mania does a lot to appease that and I wouldn't change any of my votes to it (besides maybe 2006), but damn, 2001 sucked. The booking in the latter half was awful, but as far as overall match quality is concerned, that was arguably the best period in the company's history. My vote would probably go to 2004. While subsequent years have all sucked just about equally, 2004 will always stand out to me as where the descent into mediocrity really began.

2005 for me.
One good part was Batista rising to the top but once he'd won the belt they seemed to have nothing for him to do and his character fizzled.
JBL and "The Cabinet" (probably the worst stable ever in the history of the world) were stinking up Smackdown for the early part of the year, Cena was being booed on Raw, Christian was rising but then they crushed him and did nothing with him, Jericho was Bischoff's lackey, Kane/Edge/Matt Hardy/Lita was all kayfabe killing silliness, Rey/Eddie's fued was based around child adopting nonsense, Muhammad Hassan was stinking up the place......need I go on?
The only parts of 2005 I liked were the first part of the Orton/Taker fued (Mania through No Mercy I liked. Once Orton backed Taker through the stage in Eddie's lowrider things got stupid. They could have had Taker's revenge without all that tripe). Batista's rise and his matches with Triple H (esp. HIAC) I loved as well as his matches with Eddie (No Mercy) and JBL (Summerslam).
One Night Stand was also a highlight at the time but in retrospect, I enjoyed 2006's incarnation a lot more.

2007 was very bad. No roster depth. There's a reason they can send people like Swagger back down the card now, and that's because they have a lot of options and can try different things. In 2007, they had no depth - and guys then decided to get suspended 10 at a time which just further ruined things so they could never get going.
2009 was a mixed back, Raw was struggling but Smackdown had Rey/Jericho and Hardy/Punk, which were epic feuds.
Really I just think from 2003-2007 it was a process for the company of building new talent to replace the previous era. They hit roadblocks so it took some time, but from 2008 onwards they eventually 'got there' and what we see now is a roster full of talent. Look at the quality of heels on Smackdown now, almost anyone of them could take a push right to the top and do well with it. Look at the young guys getting a chance on Raw.

I found 2006 to be boring. Things started picking up in 2007... then Vengeance: NoC happened. :/
IMO, after Wrestlemania 24 WWE in 2008 was very solid. You had "Raw is Anarchy" over the summer, Punk's 1st title run, HBK/Jericho, Undertaker/Edge, Matt Hardy/MVP, the rise of Jeff Hardy, etc. And there were A LOT of good-to-great pay-per-views too.
2009? Everything following WM25 was just boring. Smackdown had some pretty good feuds, but it didn't live up to the ones in 2008. Plus Raw started the Guest GM crap and I haven't followed Raw consistently since.

2007 was a very tough year to stomach:
- Injuries that happened frequently and at the worst times i.e. Edge. - The mass suspension of several wrestlers at the end of the summer which not only gutted the roster (see Unforgiven 2007), but threw a massive monkey wrench into the McMahon's Bastard Son storyline. - The conclusion of said storyline. - Great Khali as World Champion. - An "okay" WrestleMania. It would have been better had they put the superior rematches on the card that literally happened a few weeks after Mania. - Sub-par PPVs (with exception to Royal Rumble and anything past Survivor Series). - Triple H's mini-reign of terror on RAW after he came back: destroying King Booker, Carlito, pedigreed the Tag Team Champions for some weird reason, and his reign as WWE Champion at No Mercy where he not only beat a newly crowned Randy Orton at the beginning of the night, but defended the title against Umaga (in a No DQ match mind you) and had to practically be killed in order to lose the title back to Orton at the end of the night. - And of course, Benoit.
Surprisingly 2007 did get better after Survivor Series with the return of Chris Jericho, Edge, and the rise of Jeff Hardy.

are y'all serious? ?? this MUST go to 2003 hands down...RAW was absolutely awful and BORING AS HELL, Smackdown was mostly boring (Lesnar's stuff getting more boring every day, Angle injured alot, midcard going downhill) 2006 & 2007 had ECW where we could watch Punk, Morrison etc. rise & shine, plus RAW & SD weren't as boring as in 2003, let's just be honest and who the hell voted for 2008 or 2009?? y'all have some short memories my brothers 2002 wasn't a really great year, but remember the Smackdown 6? remember the Hogan-Angle or Hogan-Lesnar match that helped built both guys even more? Rock vs. Brock? Rock vs. Hogan? Lesnar vs. Taker? Big Show being halfway believable again? crappy but entertaining nWo and BookerDust stuff?

All the other options had good memories or were indifferent to me
2003 killed my interest in wrestling so much and over the years its been a trickle down effect to the point where I don't watch current programming at all
I distinctly rmember Bad Blood 03 with the Redneck triathlon as being a particular low point
