i thinked better and changed my mind a little
2000- arguably the best year ever for WWE in terms of mixing quality and success 2001- some bad booking, but still a very good year in terms of quality of matches 2002- the ME scene started to suck except for a few great matches, but at least the midcarding gave a lot of quality wrestling (especially the SD six) 2003- SD: good (mostly carried by angle-lesnar), RAW: very bad 2004- both shows weren't that great, and even PPV weren't that good. nothing was really terrible, but also very few things stand out 2005- SD and RAW still weren't great. at least the feuds were a little better 2006- SD: very bad, RAW: good (mostly carried by edge-cena and dx). it also had the first few months of ECW, when it wasn't a b-show yet 2007- good in the first 4 months, then it was a complete disaster between injuries to main eventers (hhh, taker, kennedy, edge, hbk, cena) and major angles dropped... not even counting benoit 2008- solid year for SD and RAW, also PPVs were quite good 2009- the only good things i can remember being good are SD between the draft and summerslam and taker-hbk at mania
i'd say the standings are 2000, 2001, 2006, 2002, 2008, 2003, 2005, 2004, 2009, 2007

For me, it doesn't get much worse than RAW in 2003 and 2004. Triple H had his reign of terror in '03, and then in '04 we had to deal with the beta version of Hornswoggle known as Eugene.

03 was the WORST, it killed my wrestling fandom for 5 years. It was kinda like how TNA is now, where the stories were terrible but you got the "whoa, look at THESE TWO in the same ring isn't this amazing?!?!" No, it isn't, go away Bill Goldberg and Eric Bischoff and Scott Steiner.

Wait, 2001 is technically the best? 2001 with the Alliance, the nonsensical run of the Two-Man Power Trip that had three (not two) men in it who had spent years all trying to kill each other, and a crappy Austin / Rock feud that led to an awesome video package and Kurt Angle being dumped to the midcard with a speed reserved for Jack Swagger and Chris Benoit? Granted, Mania does a lot to appease that and I wouldn't change any of my votes to it (besides maybe 2006), but damn, 2001 sucked. From January up until about August, 2001 was awesome. We'll probably never get a roster like that again.

2001, 2007, and 2003. Granted, 2001 had one of the best Manias ever, but that was the only bright spot in a year with a bizarre Stone Cold heel turn and the botched Invasion. 2003 was Year of the Triple H (again, with a very good 'Mania). And 2007 was just a very mediocre year overall.
