I gotta show some love for Galactus too. He literally eats f***ing PLANETS, and became a zombie at one point. Not a good combination.

Magneto isn't a villain! He's a hero dammit! tell that to Grant Morrison. I still say it was refreshing for a writer to see Magneto as a hypocritical douche instead of Chris Claremont's "Draco in Leather Pants" version of the character. and of course the answer to this question is Baron Zemo. he's actually achieved a great many things, unlike most of the other big Marvel villains. pity everyone but Ed Brubaker forgot about him.

Dr Doom is always the main go to guy for a villain he is awesome at being evil.
The lack of Thanos or Loki is a bit odd as both are well developed huge world threatening villains who have had success in some form or another.
I have no time for the Green Goblin though, if he hadn't killed Gwen Stacy he'd be just another villain in a mask. I always consider Doctor Octopus to be Spider-man main foe he's more interesting.
As a little run-down my favorite villains for each hero or group.
Spider-Man - Doctor Octopus Captain America - Red Skull Iron Man - M.O.D.O.K Thor - Loki Fantastic Four - Doctor Doom Daredevil - Bullseye Hulk - Absorbing Man Doctor Strange - Shuma-Gorath is horribly underused. X-Men: (Wolverine) - Mister Sinister (Omega Red) Ghost Rider - Blackheart Silver Surfer & Space Heroics - Thanos
Special Mention: Mysterio because goldfish bowls never go out of fashion.
Note: Really wish Wolverine and the X-Men would stop killing off all there villains.

I like Magneto, but since he could potentially get felled by a man made entirely of tree bark, I'll go Doc D.
Magneto is no slouch in the the planning/strategy department, but Doom seems like he would be a real bastard there; like he'd have a contingency plan just in case his reserve backup plan failed after the backup and initial plans had already failed.

I've also never ever read a story...what if or other wise where Magneto successfully atttains his goals, kills off the Sentinels, and makes Humans into second class citizens. Wow, Captain America got fat. Anyway, I vote Magneto.
