Personally I think Marvel has a more fun rogues gallery then DC, so, who to you is the "worst of the worst"? I know there are so many to choose from but i tried to narrow it down to some of the most iconic, 1st stringers of the villains. It's a hard choice for me, but I think it's gotta be Dr. Doom. Dude is just awesome in how evil he is.

I screwed up and voted Green Goblin as my second choice, but my favorite top two choices would be:
Dr. Doom Loki
Both villains have successfully accomplished some of their individual goals (take over world/universe/Asgard/Latveria/ect) and both are virtually impossible to kill or keep down permanently.
Magneto is an utter and complete failure of a villain. Marvel has screwed the pooch with his motives and attitude so many times, his character has pretty much never recovered. Sometimes they want him to be a noble though selfish leader for his cause, other times they want him to be a near "Adolf Hitler" of mutants like guy. I've also never ever read a story...what if or other wise where Magneto successfully atttains his goals, kills off the Sentinels, and makes Humans into second class citizens. The few times I have seen him take over the world, he's either A) killed/beaten by Sentinels in a page and a half, or B) didn't ACTUALLY do it...it was Apocolypse or Sinister, or some other loser who doesn't even belong on the same page...let alone the same breath as Magneto or Doom or Loki or the Goblin.

Magneto isn't a villain! He's a hero dammit! Though I have to give Red Skull at least one vote... the man's a Nazi! Therefore the greatest villain ever!

I went with Red Skull and Doctor Doom. Unless I'm missing something, I believe Red Skull was the first primary villain of a hero to actually do what no other could: kill the hero. And he did that when he killed Captain America, if only for a short period of time.
Doom's just badass.
If I had to choose a third, I'd say Mephisto. He made Spider-Man choose between his marriage and his Aunt May.

Not the greatest villain but Kingpin deserves a shoot-out for utterly destroying Matt Murdock's life in a way rarely seen in comics. It's not everyday where the villain learns the hero's secret identity by giving heroin to the hero's pornstar ex.

I honestly think I would take Batman's rogues gallery alone over the entire lineup of Marvel villains.
When written well, Magneto is an amazing character, so I'll vote for him.
