Black Panther. Guy withholds cure for cancer for no real reason aside from being a racial supremacist.

/\ I don;t know what kind of idiot thought that that would look somehow heroic. not to mention he apparently had this cure but didn't even think to give it to Mar-vell when the guy was dying, and said he couldn't do anything to help. seriously, Hudlin's Black Panther is like some kind of idiotic bizarro racist version of the character. the sooner it's forgotten the better. and shame on Marvel for publishing such racist drivel.

My votes go to Ultron and Kang. Easily my favorites, and no matter how many times they lose I still get that "this is a big deal" feel every time they pop up to menace someone.

Original Onslaught was a great villain and well written, even if it did give us the generally hated Heroes Reborn stuff.
Doom would be my pick, but I just don't see Doom as a villain. The guy honestly believes the world would be better off with him in charge, and even Marvel have shown that in realities where Doom wins, the world is almost always better off (in the totalitarian 'obey Doom' way that stiffles freedom but means stuff runs really well). I agree with Doom's philosophy.
Magneto can't have my vote, cos the guy cant decide if he wants to be evil or an X-Man. He switches more often than anyone else I can think of. He's cool, but he's just not committed enough.
Thanos is too much of a loser to ever let himself win, so no vote there.
Galactus isnt evil, he's just a force of nature. Am I evil for eating chicken for dinner? No.
Norman Osbourne is the way forward. The guy is straight up insane and tricked the whole world into thinking he was top cop.

To counter your first point, a lot of villains do believe they're right, and they do have a nugget of truth in what they say. Most of the good villains do.

mind, its also been shown that Doom puts way more effort into taking over the world than he does in actually running it. every time he succeeds he ends up losing because he didn't actually care enough to run things, or he gets bored.
also I have no idea how a totalitarian nutbag wanting to take over the world is even remotely heroic.

Doom and Magneto.
Doom as the best. I mean, for the most part, I hate the Fantastic Four, but Doom, Doom makes it worth reading them.

I'm not sure if anyone will agree with me on this. But here it goes.
As far as Marvel villains are concerned, one thing that attracted me to both the heroes and the villains is their intellect. While it's always unique and cool to have opposites who can kick ass, be badass, and have a very interesting look to them. However, on the other hand, what's always intrigued me is how they use their intellect rather than brute force.
While Magneto and Dr. Doom have used excessive force and have no problems doing so, it's just the fact that their genius level intellects causes problems for the heroes. It's one thing to fear someone who has nothing to lose, it's also another concept in terms of trying to outsmart them. What makes Magneto and Doom even more dangerous is their intellect.

Still goin with. He ruled over pretty much everything with the infinity gauntlet, imprisoned Galactus; the Stranger; the Titan Kronos; Epoch; the entities Love and Hate; two Celestials; Master Order and Lord Chaos; and Eternity. If not for his one mistake..he would be ruling everything right now...untill a plot device came along but thats something entirely different.

Doctor Doom is pretty the first thing that pops into most people's heads when they hear the word 'supervillain'.

Not just a cure for cancer, but a LOT of cutting edge futuristic technology. Not really sure if he would be classified as a villain or just a giant prick. I wouldn't think it classified him as a villain or a giant prick honestly. If we look at it from his perspective or from the comics perspective, we have to ask the question "If anyone else had the cure for cancer, what would they do with it?" I truly believe in a real life scenario it'd be only for those with an insane amount of money. A regular joe wouldn't be able to receive it sadly. So unless Black Panther is intentionally holding it for selfish reasons, then it would make him a villain. But truth be told I am not well versed in the mythology of Black Panther. I've been meaning to pick up a few of the comics. How are they?

/\ get Chris Priest's run on the character, it was fantastic. the current run by Dave Liss seems to be aimed at undoing pretty much everything Hudlin did, and is apparently very good too, though I haven't read it yet.
avoid Reg Hudlin's run, because it's fueled by racism, and actively had BP witholding a cure for Cancer from the rest of the world explicitly because he feels they don't respect him (translation: Reg Hudlin hates white people and thinks a black guy letting them die is somehow heroic). not for any good reason. he just wants them to give him "props". it turned him into a racist caricature. at least Reed Richards has halfway decent reasons for keeping a lot of his discoveries to himself. to say nothing of the fact that at one point BP's friend Mar-vell was DYING of cancer and BP explicitly stated there was nothing he could do. so not only did it make BP a douche, it made him retroactively let a FRIEND die for no reason. and he also retconned BP's father meeting Captain America into BP's father beating Captain America up because he was white and wore an america flag. because that alone is a good reason to beat up one of the most selfless and heroic men in the Marvel universe (not to mention that in a fight I really doubt BP's dad would stand a chance against Cap).
it also turned Storm from badass X-men leader into an idiot doormat who Hudlin stated had to marry BP because they were both black superheroes and he felt Storm's previous relationship with the Cheyenne Forge was wrong because Forge wasn't black. she's also apparently ok with BP keeping his harem. total character derailment. IMO there's nothing wrong with Storm and BP being married, but the justifications Hudlin came up with for it just screamed "inter-marriage is wrong and if you're black you must hook up with another black person".

Yeah, Storm and BP being married is actually kind of cool, in concept, but Hudlin did it for all the wrong reasons.
