I wouldn't say Test is all that forgettable. Not the greatest, but definitely someone that when you think them you recall them ahving it.
How about Billy Gunn? Yeah, everyone remembers him chasing it, but who remembers when he actually won it?

I was going to say The Mountie, due to his reign of a few days in 1992 however given the circumstances of he being the transitional champion getting the belt from Bret to Hotrod which lead to the Piper vs Hart classic at WM 8, turns out in an ironic twist, Mountie is actually a memorable IC champ and a key figure in the build up to that match!

I would say either Marc Mero (never new he was champ until looking it up just now) or the team of Chris Jericho and Chyna. I always remember Jericho as champion, and I always remember Chyna as champion. But, always forget that they were co-champs.
Also, JBL's reign from 2009 was for the most part forgettable.

I remember Albert specifically because Lance Storm beat him and he was wearing it at Invasion.

Yeah, JBL had it all of about two weeks for no other reason than to fit him and Mysterio on the Mania card. It was like at some point someone realized, "Oh, s***, we forget Rey."

The only reason I have any recollection of Godfather holding the IC title is because of Over the Edge '99.

I remember Flairs reign (and that one of the matches he had with Triple H was non-title, so that Hunter could win without having to get the title), but I didn't remember that it was all of five months long.

I vote for the whole period in 1999 where Venis held the title for about 3 weeks and then lost it to Road Dogg who held it for 2 weeks and then he lost it to Goldust who held it for 2 weeks and then he lost it to Godfather who held it for a few weeks before losing it to Jarrett.
