Wasn't Savio Vega the IC Champion for a few minutes? He beat Goldust on an edition of Raw in 1996 and then the result got held up, match was restarted and then Goldust won it back.
On WWE's title history for the belt, they don't have an entry for Savio but it does have two entrys back to back for Goldust and the second one says he beat Savio to become a 2 time champion.

I remember Booker because of the Judgment Day PPV
They bring the IC title back from retirement and book a battle royal featuring former IC champions and Booker T. It pissed me the hell off. Then Booker wins the damn thing and I got more pissed off. Lucky Christian cheated and actually won the match and I marked like a little bitch but I remember Booker beat him shortly after that.

I wouldn't say Test is all that forgettable. Not the greatest, but definitely someone that when you think them you recall them ahving it. How about Billy Gunn? Yeah, everyone remembers him chasing it, but who remembers when he actually won it? Yea, I don't think Test was that forgettable of a champion. When I think of IC champions I usually think of blonde wrestlers with long hair. Test, Jericho, Edge, Christian, HBK, and HHH are all guys that pop into my head when I think of the IC title. As do guys like The Godfather when I think about the Attitude Era champions. Albert on the other hand. Yes...completely forgettable IC title run. I forgot he had the belt until it was mentioned earlier in this thread. Marty Jannetty is another one.

The only reason I have any recollection of Godfather holding the IC title is because of Over the Edge '99. Ditto. I completely forgot Albert had it.
